As the basic unit of the party and the government in national governance,civil servants have the responsibility to provide good public services to the people.However,in recent years,corruption and omission of civil servants and other administrative ethics anomies have occurred from time to time,which have caused a certain negative impact on the image of the party and the country.In particular,grass-roots civil servants,because they directly face the masses,their administrative ethics misconduct is more likely to cause the masses to distrust the government,weaken the credibility of the government.Therefore,it is of great significance to discuss the influencing factors of administrative ethics anomie in grass-roots civil servants.However,most of the previous studies focused on the influence of organizational atmosphere on the administrative ethics of civil servants,ignoring the impact of psychological contract violation on the administrative ethics of grassroots civil servants at the individual level.Based on the theory of resource conservation,this paper constructs a model of influencing factors of administrative ethical misconduct at the individual level of grassroots civil servants.In this study,questionnaires were distributed to 180 grassroots civil servants in Heilongjiang province,and SPSS 20.0 and Mplus 7.0 were used to test the hypothesis.The results show that the violation of psychological contract has a positive influence on the administrative ethics of grassroots civil servants.Emotional exhaustion plays a completely mediating role between the breach of psychological contract and administrative ethics of grassroots civil servants.The professional identity of grass-roots civil servants negatively moderates the relationship between psychological contract violation and administrative ethics misconduct.However,the moderating effect of leader-member exchange on the relationship between psychological contract violation and administrative ethical misconduct has not been supported.By studying the influencing factors and boundary conditions of the administrative ethical misconduct of grassroots civil servants at the individual level,this paper proves the influence of the violation of the psychological contract of grassroots civil servants on their administrative ethical misconduct,and expands the train of thought for the future behavior research at the individual level of civil servants.The mechanism of the relationship between the breach of psychological contract and the behavior of grass-roots civil servants is clarified.Furthermore,it is suggested that public sector managers should further strengthen the cultivation of moral responsibility consciousness of grassroots civil servants and help grassroots civil servants to establish correct responsibility consciousness on the basis of strengthening the cognitive guidance of grassroots civil servants to assume legal responsibility.In addition,by helping grassroots civil servants establish a scientific psychological contract,we can further standardize the behavior of grassroots civil servants,weaken the administrative ethical misconduct of grassroots civil servants,promote the implementation of policies of the party and the government,maintain the image of the government,and improve the credibility of the government.
