Research On The Legalization Of Rural Grass-roots Level Governance Under The Background Of Rural Vitalization Strategy

As socialism with Chinese characteristics has entered a new era,it is a special national condition facing China that there will still be hundreds of millions of people living in rural areas in the coming decades.Since the 18 th national congress of the communist party of China(CPC),the rule of law has been established as the basic way to govern the country.Comb this study in rural grassroots governance and rural grassroots governance based on the basic theory of rule by law,weifang H area as an example was used to analyze the rural revitalization strategy under the background of rural grassroots governance in our country under the rule of law of the status quo,problems and reasons,including legal system is not sound,the governance body is imperfect,lack of legal team and farmers' legal consciousness is not high.Construction of rural grassroots governance under the rule of law is a system engineering,the country revitalization of rural grassroots governance in our country under the rule of law under the strategic vision of achieving path to fusion strategy of rejuvenating rural requirements,perfect the legal protection,foster the subject of governance,strengthen the law enforcement team construction and promote the rule of law culture and other aspects,trying to rural revitalization strategy in the new period the rural grass-roots governance under the rule of law from the perspective of effectiveness research open thinking.The innovation of this paper has two aspects.The first is the method innovation.Based on the multi-center governance theory and good governance theory,this paper applies the two management theories to the field of rural grass-roots governance,and combines them with the actual goal of the rural revitalization strategy to put forward the measures to improve laws and regulations and to cultivate the multi-governance subjects in parallel.Second,content innovation.At present,the country is vigorously promoting and implementing the rural revitalization strategy,encouraging shandong province to give play to its advantages as a big agricultural province and create a “qilu model”.In this paper,a county-level unit with a majority of rural communities is selected as the research object,and the goal and internal logic of rural grass-roots governance from the perspective of rural revitalization strategy areput forward.Through questionnaire survey and field visit to understand the problems,current situation and causes of the legalization of rural grass-roots governance,the paper adopts induction method to analyze layer by layer,and summarizes the countermeasures of the legalization of rural grass-roots governance under the background of the rural revitalization strategy at the national level.The first part is the introduction,which focuses on the research background,significance,research ideas and research methods of the paper,and comments on the research status at home and abroad.In terms of literature review,it mainly includes two aspects: one is the background of rural revitalization strategy;the other is the various elements of the legalization of rural grass-roots governance under the background of rural revitalization strategy.Including domestic scholars and experts on rural revitalization of target,implementing approach and the implementation of rural revitalization of the country revitalization of the great significance of the study,listed the domestic scholars research on rural grassroots governance concept,current situation,also summarized under the rule of law in rural grassroots governance main body,promote the rural grassroots governance under the rule of law of effective path and the significance of literature.The second part is to expound the related concepts and theories,and define the core concepts of rural grass-roots governance and the legalization of rural grass-roots governance.This paper summarizes the objectives and implementation approaches of the rural revitalization strategy and analyzes the interaction and mutual promotion relationship and internal logic between the rural revitalization strategy and the legalization of rural grass-roots governance.This paper expounds the theory of good governance and the theory of multi-center governance to provide theoretical support for subsequent papers.The third part is to analyze the current situation of rural grass-roots governance by law.It includes the diversification of rural grass-roots governance subjects,the integration of “three governance” and the current situation of rural grass-roots governance and law popularization and education.With the development of society and the evolution of the historical background,law-based governance in rural areas in China has gone through a process from autonomy to strong control and then to the rule of law.In this development process,law-based governance in rural areas has gradually achieved results,but there are also many shortcomings.The fourth part selected by weifang H area as the research object,through the case study and questionnaire survey analysis of the experience of the rural governance in the area under the rule of law,found that after the construction of governance and the rule of law,have achieved good results,but also exist in the rural grass-roots governance legal system is not sound,the rural grass-roots governancebody relations do not straighten out,rural grassroots governance legal team strength is weak,lack of rural grassroots governance of the rule of law culture of practical problems,and has carried on the analysis of the causes for problems.Chapter five,guided by problems,analyzes the problems and causes of the legalization of rural grass-roots governance in H district of weifang city,and studies the countermeasures to promote the legalization of rural grass-roots governance in China under the background of improving the rural revitalization strategy.First,improve the system of laws and regulations,improve the constitution as the core of laws and regulations and revise the folk norms;The second is to transform government functions,strengthen the construction of grassroots party organizations,develop non-governmental organizations,give full play to the dominant position of farmers and attract new villagers to participate in the governance process and share the governance results.Third,to enhance the ability and level of the rural grassroots law enforcement team nd strengthen the construction of law enforcement agencies;Fourth,we need to foster a culture of rule of law in rural areas,strengthen legal education,create new forms for the popularization of the law,improve the supply of such culture,and create a favorable atmosphere for law-based governance at the grass-roots level in rural areas.
