Rule By Law:Research On The Combination Of Autonomy And Rule Of Law In Rural Governance

Effective governance is the foundation for rural revitalization.After the 19th national congress of the Communist Party of China(CPC),the "three-in-one" rural governance system featuring autonomy,rule of law and rule of virtue has become a key research direction of China's grassroots social governance.Because of the diversity of governance subjects,the complexity of governance contents,the interweaving of governance methods and other factors,China's rural governance presents the integration of standardization and rural nature,the symbiosis of tradition and modernity,the coexistence of continuity and variability and other characteristics,with distinct regional and local characteristics.Based on the mechanism of villager autonomy in rural governance combined with country of rule of law as the research direction,choose high to Y village a grassroots governance typical successful cases as the research object,Through the study of the interaction behavior of various governance subjects in the process from "chaos" to "governance" in Y village,from perspective of the party leads,autonomy by law and rule by law for the people,attempts to summarize the effective ways of the combination mechanism of villagers' autonomy and rural rule of law in the current rural governance,Case studies of high to Y village found that:The organic combination of villagers autonomy and rural rule of law,must give full play to the leading core role of grass-roots party organizations.Through the construction of grass-roots party,we will promote the effective connection between grass-roots government and rural society,meanwhile integrate elements of the rule of law,such as a series of systems and mechanisms for governing villages and the rule of law for the people,into rural governance and the daily lives of villagers Finally,the consciousness and behavior of rule of law are derived from the rural areas,and the rule of law is rooted in the rural society.Maybe the innovation of this paper lies in that on the basis of existing research,through to the grassroots government by the use of social resources to promote rural Y village "mess" to "cure" the motivation and action strategy research,summarized in the transition period of autonomy and the rule of law in rural society main body coordination interaction,model,and the relationship between path,for the new situation,how to promote the villager autonomy and country under the rule of law and effective combination provides effective choice.At the same time,it will also provide useful experience and new inspiration for the innovation of grassroots social governance.
