Research On The Demonstration Construction Of Social Organization Service Center

With the change and transformation of social structure in our country,social organization plays a more and more important role in various fields,such as economy,culture,politics and so on.The construction of social organization is also developing continuously.In the process of innovating the social governance system in our country,based on the needs of government management and the development of social organization,the social organization service center has appeared,which plays a unique role in social governance.However,the problems such as unbalanced development,incomplete function,irregular construction,lack of docking between supply and demand,to a certain extent,affect the construction and development of social organization service center.And the related researches are also at a stage of development.Based on these,it is of great theoretical and practical significance to study the demonstration construction of the social organization service center with the model of community development and the theory of community building.This article takes the Social Organization Service Center of T street in Hangzhou as a case,collects the relevant information through literature method,interview method and participatory observation method,then studies the demonstration construction of six sub-projects with the core contents of “ survey of people's livelihood needs of social organizations,incubation and cultivation of social organizations,professional training of social organizations,publicity of public welfare activities of urban and rural community social organizations,the construction of the working mechanism of ‘three social linkage',and standardized construction of the center”.The Social Organization Service Center of T street,as a platform-type agency with a government-run background,faces many problems in the process of construction,such as the difficulty of project implementation,the over-activity of social organization incubation,lack of flexibility in project implementation,the generalization of professional talent training and so on.The reasons for these problems are as follows: the functional structure of the service center is blurred,and the actual division of labor in operation is ambiguous;the single source of fundingfor the service centre constrains the implementation of projects;the lack of talent in service centre makes it difficult to guarantee professional services.In this regard,this article holds that the social organization service center of “the duality of official and folk” should grasp its own position from the aspects of nature,core functions,service objects and so on,balance the government's leading and residents' needs when providing social services for service objects,and play the core functions of cultivation and communication well.Therefore,this article puts forward the path choice of the construction of social organization service center.In the construction of service function,staff development,social organization service center should meet the requirements of government standardization.The social organization service centre should establish equal cooperation and reach consensus on needs with other social organizations,as well as pay attention to the development of characteristics and provide social services based on the needs of the clients,so as to promote the development of localization.
