Research On The Collaborative Mechanism Of Local Government To Promote FDI

China's achievements in the past 40 years of reform and opening up are obvious to the whole world.Local governments attract foreign investment through various means of investment promotion in order to develop local economy and improve comprehensive strength.This paper selects the perspective of local government cooperation in promoting fdi.This paper takes synergetic theory as the theoretical basis to study the synergetic mechanism of local government promoting fdi.Synergetic theory is mainly studied in different types of systems.Under the action of order parameters and control parameters,each subsystem changes from disordered state to ordered state,realizing the coordinated operation of the whole system.In the field of public management,synergy theory emphasizes the leading role of the government and the role of multi-party cooperation,forming a multi-dimensional three-dimensional structure among governments in different places,government departments and government and social organizations.This paper constructs a synergetic system for local governments to promote foreign direct investment.Taking the theory of collaborative government as the research framework,this paper analyzes the collaborative performance and difficulties of Wuxi government in the process of promoting foreign direct investment from the three dimensions of government-to-government coordination,departmental coordination and government to social organizations coordination.The research of this paper shows that the disordered,closed and inefficient coordination of local governments in the process of promoting foreign direct investment is caused by the defects of government system,functional deviation and economic imbalance.In view of these problems,this paper puts forward some optimization Suggestions based on the internal mechanism to promote the normal operation of the cooperative system.Local governments should improve the efficiency of cooperation and ensure the smooth development of foreign-invested enterprises by improving the structural planning of mutual cooperation,improving the incentive mechanism of interests,accelerating the marketization of investment promotion and striving to create a good business environment.
