A Study On The Problems And Countermeasures In The Third-party Assessment Of The Government's Purchase Of Social Services

In the process of deepening the construction of service-oriented government,the purchase of social services by the government has become one of the innovative forms of social governance.Through the purchase of social services,the government introduces social organizations and other multiple social forces to participate in social construction,meet social needs,solve social problems and improve the quality of social services.At present,At present,whether the government purchases social services or the development of social organizations is in its infancy,the imperfect system and the slow development of social organizations lead to many problems in the practice of government purchasing social services.Therefore,government departments began to introduce third-party assessment to promote the improvement and development of social organizations and social service quality.In this paper,a case study is conducted on the municipal venture capital evaluation project of Z evaluation organization in Hangzhou in 2019.Through literature collection,interviews,experiential observation and other ways to collect first-hand research data,the process of the third-party evaluation of government purchase of social services is systematically investigated from the evaluation process,evaluation indicators and methods,evaluators and other aspects of the project Combined with the facts of the case,the process of the third party evaluation is introduced and described in detail.On this basis,this paper focuses on the analysis of the prominent problems in the current third-party evaluation of government purchase of social services:(1)At the level of the evaluation subject,the third-party evaluation organization is not independent,and the social awareness is low;The evaluation personnel are not professional,and the loss rate and uncertainty are high;(2)At the level of evaluation process,there is uncertainty in the evaluation basis,and the evaluation data is obtained.(3)The evaluation results are not fully expressed the client's will and are not applied enough,and the long-term mechanism of information exchange between all parties is not established.Then,guided by the problems,the paper puts forward a series of government purchasing societies,such as strengthening the construction of the rule of law,optimizing the evaluation environment,exploring the access system of the professional qualification of the evaluators,strengthening the professional capacity construction of the third-party evaluation organizations,promoting the standardization of the third-party evaluation process,achieving the accuracy of the evaluation indicators,absorbing the public participation of the third-party evaluation,and constructing the optimization mechanism of "promoting the construction by evaluation".Through this series of promotion strategies of the third-party evaluation of government purchase of social services,the improvement and development of the third-party evaluation will be promoted.
