College Students Based On The New Public Service Theory

For the country and society,in order to maintain the steady growth of GDP,in the current context of global economic weakness and low employment rate,encouraging college students to start businesses is undoubtedly a powerful booster to ease employment pressure and maintain the steady growth of GDP.College students,as a group just entering the society,provide the intellectual support for the new generation of the society.Their injection may bring new "ideas" to society.They have both idealism and realism.College students are a relatively concentrated group.They come from all walks of life.Encouraging their entrepreneurship is more targeted and policy-making is easier.Compared with the previous generation of farmers and workers,encouraging college students to start businesses is easier to produce more science and technology industries.This is very important for China in the transition period.In the 21 st century,science and technology are the first productive forces.But for college students,entrepreneurship requires more investment,more efforts than others,and entrepreneurship is risky.Therefore,in the face of this special group,the state needs to invest more support for college students and more preferential strategy to encourage the students of university to achieve their wishes.Therefore,the state should not only support college students' enterpreneurship,but also strengthen support to create a more conducive environment for college students' enterpreneurship.This is also the responsibility of the transformation of government functions.To this end,the Party and the department have come up on a lot of strategies to hope the students to achieve their wishes.to a certain extent,to hope the students to achieve their wishes,Under this background,it is of great theoretical and practical significance to study college students' entrepreneurship policy.Based on the perspective of the new public service theory,this paper mainly studies the entrepreneurship policy of college students from two aspects: theoretical policy and practical implementation of entrepreneurship policy.Based on the current research situation at home and abroad,this paper makes a thorough analysis of the relevant policies and new public service theory of college students' enterpreneurship,lays a theoretical foundation for the follow-up study,and building a organized plan.Next,the situation of operatation of College Students' enterpreneurship policy,this paper clarifies the existing state of affairs of College Students' enterpreneurship policy and its operatation.reveals the main problems: weak policy implementation,inadequate supply of policy services,inadequate policy formulation,and inadequate policy details.There are shortcomings in the overall system environment,and the reasons for the situation of College students slef-employed.are analyzed from four perspectives: the difficulty of entrepreneurship implementation,the imperfect supporting services of entrepreneurship policy,the imperfect policy-making system and the lax entrepreneurship policy.On the basis of the analysis,four ways to improve the entrepreneurship policy for college students are put forward: first,to enhance the operability of the entrepreneurship service policy by enhancing the pertinence of the entrepreneurship service policy,reducing the conditions of the entrepreneurship service policy,and improving the encouragement of finance for the classes that the students of university will have.second,to improve the entrepreneurship education policy.To improve the financial policy of college students' entrepreneurship,we should strengthen the management of entrepreneurship policy in two aspects.Thirdly,we should coordinate the entrepreneurship policy system,make forward-looking policies,and build a platform for college students' entrepreneurship by all sectors of society.Fourthly,we should improve the overall environment of entrepreneurship policy.This study has an important reference role for the government to formulate entrepreneurship policy for college students and establish and improve the implementation and supervision mechanism of entrepreneurship policy.In theory,it enriches the content of policy research in China,helps to establish more effective policy research model,and provides a reference for follow-up research.
