Research On Risk Governance Of Personal Data Sharing Of Xiamen In The Big Data Era

In the era of big data,with the widespread use of Internet technology,citizens' personal data sharing is gradually transparent.On the other hand,the disclosure of personal data sharing has become easier.In such an environment,social cases arising from the disclosure of personal sharing data are endless,and it is particularly important to strengthen the governance of individual data sharing risk and promote the stability of social order.In recent years,Amoy government has actively explored the governance personal data sharing risk and played a role in promoting data supervision and data risk prevention.However,in the specific implementation process,there are still some problems.Due to the lack of special legislation,the unclear data subject rights system,the imperfect data supervision mechanism,and the insufficient participation of multiple entities,the legal system is not perfect and the data supervision is not strong.Citizens have weak public participation awareness,and governance has poor efficiency.In view of the above problems,this paper draws on the experience of the personal data sharing governance of Guizhou,Zhejiang,Japan and Singapore Government,combining with the theory of collaborative governance,concludes that the system of accelerating special legislation-improving the regulatory mechanism-guiding social participation should be established.It can continuously improve the effectiveness of the Amoy City Government's risk governance personal data sharing.
