Study On Risk Management Of PPP Mode Urban Underground Integrated Pipe Corridor Project From The Perspective Of Government

In recent years,with the rapid development of China's economy and the advance of new-type urbanization,the demands of cities on public infrastructure and public life service facilities are increasing.As one of the municipal public infrastructure,the underground comprehensive pipe gallery has the characteristics of high investment cost and long project operation cycle.In order to break the bottleneck of capital and widen the financing channel of urban underground pipeline corridor,it is urgent to find new construction and operation mode.The emergence of PPP model solve this problem.However,the application of PPP mode is still in the exploration stage,there is a big gap between practical application and theoretical research compared with western developed countries.So,this paper takes the underground comprehensive pipe corridor as the research object,establishes the risk index system based on the government perspective,and carries on the risk evaluation and prevention measures to the government risk.Firstly,on the basis of consulting a large number of domestic and foreign research data on the application of PPP model in public infrastructure,this paper makes a systematic review and summary of the research situation at home and abroad.This paper puts forward the problems existing in the domestic research and summarizes the relevant theoretical knowledge of PPP,which lays a good theoretical foundation for the follow-up research.Secondly,the underground integrated pipe corridor PPP project in a city in southwest China is studied,and it is divided into four stages: project preparation,projectconstruction,project operation,project transfer.Based on the perspective of the government,23 risk lists are identified.Then,15 risk factors were selected by questionnaire,mean T test and variance analysis.Finally,the risk index system and weight based on government perspective were determined by grey correlation degree.Thirdly,the government risk level index of underground integrated corridor PPP project is summarized as operational management risk,construction risk,decision-making risk,political risk and transfer risk,and the risk prevention and case analysis are carried out.Through the research of this paper,it provides the theoretical basis for the government to prevent and manage the risk of the underground integrated pipe corridor PPP project,which is beneficial to the government to supervise the whole cycle of the project forcefully,so that the target is clear and the measures are right.
