In recent years,in the context of the era of big data,the Chinese government has attached great importance to information sharing,and requested to accelerate the realization of information sharing across layers,regions,and departments.As one of the government agencies,local governments(prefecture-level)have a large amount of social information resources.Compared with the central and eastern regions,the cross-departmental information sharing development of local governments(prefecture-level)in western China has achieved partial results due to the relatively backward economic development and imperfect infrastructure.However,the overall sharing work is relatively backward.For example,Baise City,Guangxi still has the problem of "dare not share,unwilling to share,and do not understand sharing",and information barriers have been formed between departments,which has led to inadequate market law enforcement supervision.At the same time,cross-departmental information sharing as a social hot issue has always been a key issue in the research of the public management academia and information resource management academia,but there are few academic studies on cross-departmental information sharing in local governments(prefecture-level)in western China.In view of this,this article selects "Influencing Factors of Cross-departmental Information Sharing of Prefecture-level Governments in Western China",focusing on the prefecture-level governments in the west,and exploring the perfect path of cross-departmental information sharing based on the influencing factors.Focusing on the topic selection,this article starts from the following aspects.First,the background and significance of this article's topic selection,academic and government literature research,research methods and technical routes,concepts and theories,etc.are described and a research model is built based on the research foundation,and then the research hypothesis of this article is proposed;secondly,the specific survey implementation is clarified;afterwards,descriptive statistical analysis,correlation analysis and regression analysis are used to analyze and discuss the questionnaire data;finally,according to the analysis results,a cross-department information sharing perfect path is proposed.Through statistical analysis,it is found that most of the research hypotheses in this paper are established,and there is asignificant correlation between external dynamic factors,internal dynamic factors,external guarantee factors,and internal guarantee factors and the degree of cross-departmental information sharing among prefecture-level governments.And found that the sharing of main body participation and external dynamic factors in policy planning,external demand;internal dynamic factors in internal demand and internal revenue;external guarantee factors in shared funds,guarantee policies,organizational trust and supervision accountability;internal guarantee factors in the basis resources,department personnel,department funds,sharing support,and risk prevention show a significant positive correlation between cause and effect.Policy planning and external demand in access to shared information and external dynamic factors;internal demand and internal revenue in internal dynamic factors;shared funds,guarantee policies,organizational trust and benefit compensation in external guarantee factors;basic resources in internal guarantee factors,departmental funding,shared support,and risk prevention present significant positive correlations.Based on the analysis results,from the three aspects of promoting policies and regulations,external guarantee mechanism,and internal guarantee mechanism,countermeasures and suggestions for improving the cross-department sharing of prefecture-level government information resources in the western region are proposed.
