Research On The Optimization Of Urban Community Collaborative Governance

The change of China's social management system from "unit system" to "c ommunity system" also reflects the transformation of China's urban governance structure from omnipotent government to government-society cooperation.As t he basic unit of urban governance,community is now carrying more and more governance tasks.The report of the 19 th national congress of the communist party of China(CPC)pointed out that we should build a pattern of social gov ernance that is jointly built,jointly governed and Shared by all,strengthen the system of community governance,and realize sound interaction between gover nment governance,social regulation and residents' autonomy.It also means that integrating multiple social resources,meeting and coordinating the interest dem ands of different groups,and realizing community collaborative governance is t he path choice to enhance public interests and promote community good gover nance.Community collaborative governance is a process of coordination,resource integration and continuous interaction between different governance bodies,suc h as government organizations,community autonomous organizations,enterpriseorganizations and community residents,aiming at improving the governance ef ficiency of community public affairs.However,in such an open and complex s ystem as community,the diversification of governance subjects and the diversifi cation of interest appeals bring many practical challenges to the collaborative g overnance of urban communities in China.This paper takes the construction of "safe community" in Minhang district as a case study,introduces the current situation and system of "safe communi ty" collaborative governance,and analyzes the practical difficulties and constrai nts in the process of "safe community" collaborative governance with the meth ods of questionnaire and interview.Finally,the paper proposes the optimal path of urban community collaborative governance in China from three aspects of i mproving the mechanism of community collaborative governance,cultivating an d accumulating social capital,and realizing the rational allocation of power and resources,so as to provide beneficial references for the practice of urban com munity collaborative governance in China.The research content of this paper is mainly divided into five parts:The first part is the introduction,mainly introduces the research backgroun d and significance,domestic and foreign research status,research methods and research content.The second part is the core concept and theoretical basis.Firstly,it define s relevant concepts such as urban community and collaborative governance.Sec ondly,it analyzes the theoretical basis such as governance theory and collabora tive governance theory,so as to provide theoretical support for the research of this paper.The third part is case analysis part,according to the construction of "safe community" Minhang district as an example,from the participation main body and operating mechanism were introduced in aspects of "safe community" coll aborative management present situation and the system,at the same time,base d on the basic framework of collaborative governance theory,analyzed five fac tors in the process of "safe community" collaborative governance.The fourth part combined with questionnaire method and interview method,in the process of "safe community" collaborative governance faced the difficul ties and restricting factors of the empirical analysis,put forward in the process of collaborative governance dilemma of diversity and unity,community residen ts' participation is not high,the problem such as multivariate main body coordi nation ability is limited,on the basis of further put forward the factors restricti ng the "safe community" collaborative management synergy mechanism is not perfect,lack of social capital,power and resources don't match,and so on.Fifth part for Chinese urban community governance together to optimize t he path of the thinking,put forward to in the community party organization's l eadership,adhering to the principle of market-oriented,and under the premise of adhering to the principle of community autonomy,improve the community c ooperative governance mechanism,the cultivation and accumulation of social ca pital,three aspects to achieve the rational allocation of power and resources,o ptimizing and perfecting our country's urban community governance together.
