Since entering into the 21 century and the acceleration of urbanization by the rural population is pouring into the cities,the urban community governance has become a prominent issue that is strongly reflected by the mass.An increasing number of people have found that the improvement in the level of personal life is far from enough,it is necessary to further enhance the urban community governance so as to continuously meet people's pursuit for quality life.Since the initial replacement of the commonly-used “social administration” with “social governance” in the Third Plenary Session of the Eighteenth Central Committee of the CPC,"Social management" has become history,there has been a wave of exploring innovative social governance all over the country that focused on effectively co-ordinate resources of all sides,Various models of social governance,social governance structures and social governance systems emerge in endlessly.We should effectively coordinate resources of all parties,give full play to collective wisdom,improve the level of good governance.But the unprecedented profound changes such as urban economic development,social structure transition,recombination of resource elements,optimization of organizational form,variation in social contact mode,combined with the existing problems in traditional urban community governance such as undefined subject,inadequate integration of resources,low participation initiative,unfulfillment of guarantee,jointly lead to separate operation of organizations of all types in the community,failure to accurately meet people's demand,the effect of social governance is slightly insufficient,and urban community governance urgently needs to break the bondage of traditional "management".The report of the Nineteenth National Congress of the Communist Party of China has made an important strategic deployment in terms of“improve social security and people's livelihood,strengthen and innovate social governance”,and proposed the creation of co-construction,This requires that community governance gradually shift from single governance to multi-organizational co-construction,co-governance and sharing.In this paper,through study on the co-construction,co-governance and sharing urban community governance model with Cuiping District,Yibin City as an example,in combination with the comprehensive description of the major background,existingproblems,major measures taken and major results achieved of this governance model,followed by the meticulous and deep-going analysis on this governance model from three angles of “co-construction”,“co-governance” and “sharing”,finally,it is concluded that it is necessary to change the traditional governance model,effectively implement the co-construction,co-governance and shared governance of urban communities,and better serve the masses in the jurisdiction.Specifically,the changes to the traditional mode of governance are based on the integration of government,residents,“two new”organizations,public units under jurisdiction as a whole,followed by determination of the duties and responsibilities of different subjects that enables mutual support,work division and combined efforts at the same time so that all kinds of resources such as location,team,fund,service,and so on,can be integrated organically and given full play.This approach can effectively make up for the deficiencies of traditional community governance,substantially improve the basic-level governance,and form a new pattern of urban community governance with overall planning,regional coordination,systematic promotion,multi-party linkage and in-depth integration for the ultimate actualization of further enhance the sense of security,access and happiness of community residents.The purpose of this paper is to provide important theoretical and practical support for Sichuan Province and other local urban communities to promote the co-construction,co-governance and sharing urban community governance.
