Research On The Operation Mode Of Government Information Disclosure In Food Safety Emergencies

From the Shanghai hepatitis A epidemic to Sanlu milk powder incident,"clenbuterol" incident,and then to the Chengdu Seventh Middle School Experimental School Incident,it exposed the high incidence of food safety emergencies in China.The crisis of public trust in the government caused by food safety emergencies is in urgent need of government information disclosure.Government information disclosure can not only play a role in soothing the public's panic and curbing the spread of rumors,it also is the key to win the public's understanding and support and to guarantee the public's right to know.The role of government information disclosure is influenced by its actual state.In recent years,food safety emergencies are often accompanied by the outbreak of online public opinion.The popularization of new media technology gives the public the right to independently disseminate information,and affects the breadth and depth of public participation in the event,and even affects the direction of public opinion pattern.In the face of changes in the external environment,in addition to actively opening up channels for the release of information on websites and new media in forms,the government's choice tendency is particularly obvious in other aspects of the implementation of openness.The overall state is passive,and it is difficult to truly adapt to the needs of the new situation.Taking this as the starting point,this paper will adopt the empirical technique and use typification analysis as a tool to explore the law of dynamic evolution of government information disclosure,and find the government information disclosure model that can meet the needs of social development.The main content of this paper is divided into three parts.The first part is the introduction.Through the review of domestic and foreign research literature,the study of domestic policy documents and the analysis of hot events,the problems of government information disclosure in food safety emergencies are found,and the necessity of this study is made clear.On this basis,the research direction,content,ideas and methods are arranged.The second part is mainly to make a further analysis of the problem,including the content of chapter two to chapter four.In chapter two,the author defines the scope and value of the research object through the concept definition and necessity analysis.Then,embarks from the typed analysis paradigm,with the government's value orientation and behavior factors analysis,the author divides the government information publicity to pressure and response to two kinds of mode.This part is not only the starting point of the article's logical analysis,but also the innovation of the article.In chapter three,based on the assumption of the existence of pressure type and response type,combined with the performance of the two operation modes,the author investigates the actual operation state of government information disclosure in food safety emergencies.Through the case study and questionnaire survey,it proves the existence of political pressurized model and response-based model,which further proves that the current state of government information disclosure in food safety emergencies in China is more in line with the characteristics of political pressurized model,but political pressurized model is gradually out of social needs.In chapter four,the author starts from the predicament of political pressurized government information disclosure,analyzes the current social development situation and external conditions,and believes that the transformation from political pressurized model to response-based model is the inevitable choice to overcome the predicament.The author also analyzes the obstacles to the model transformation from a rational perspective.The third part contains the contents of chapters five and six.In chapter five,the author puts forward the corresponding improvement strategies to promote the realization of the response model from the perspective of concept renewal,system reform and supporting measures.The chapter six is the summary and reflection of the article.
