Research On Action Strategies Of Social Organizations In The Cooperation Between Government And Society

In recent years,with the introduction of a series of macro policies and the implementation of specific policy measures,the macro institutional environment for the development of social organizations in China has been gradually transforming to the institutional environment in development.The relationship between government and social organization has been gradually shifting from one-way control and absorption to two-way interaction and cooperation,and the cooperative relationship between government and social organization has become the focus of current academic research.However,the current research on the cooperative relationship between government and social organization is carried out on the macroscopic institution aspect,which has strong necessity and standardization,and lacks a microscopic and detailed investigation on the formation and mechanism of the cooperative relationship between government and social organizations.Based on the problems above,learned from the abundant research achievement about government and social organization,this paper uses the framework of "institutional logic" to analyze the formation of the cooperative relationship between S Agency and the grass-roots government,the dual institutional logic contained in the cooperative relationship and its organizational governance practices and functions are examined.The study founds that the cooperation with the grass-roots government forms the dual institutional logic in the field of S Agency,which is generalized as "impression performance" logic and "Service performance" logic in this paper.The two institutional logic with tension put forward different requirements to the organization management of S Agency,which lead to the corresponding governance practice.the logic of "impression performance" with demonstration as its core dominates the interaction between S Agency and the grass-roots government,showing the action strategy of attaching great importance to visiting,multi-dimensionally using of political elements,and actively striving for organizational honor;while the logic of "Service performance" with practice as the core dominates the interactionbetween S Agency and service objects,showing the organizational actions of integrating resources,development in the form of enterprises and diversity of service contents.With regard to the functional consequences of the dual institutional logic and the organizational governance strategy of S Agency,the study founds that the cooperation with the government has brought double effects on the organizational development of S Agency.On the one hand,the impression performance logic provides positive incentive for the grass-roots government to invest resources inclined to S Agency,promote the expansion of the scale of the organization and the deepening of the service;On the other hand,it also leads to the internalized development of S Agency,which is specifically reflected in the professional lag caused by the excessive development of the organization,the responsibility pressure caused by the overlapping of multiple tasks,and the unstable expectation of the organizational development caused by the non-institutional cooperation relationship.Cooperating with the government,organization governance of S Agency is characterized with both “demonstrative”and “practical”,which implies the special mechanism of the cooperative relationship between the government and social organizations in China.First of all,the cooperative relationship between government and social organization is still under the basic pattern of strong country and weak society,to a great extent,which is necessary to "serve" the government's social governance.Secondly,the cooperation between grassroots governments and social organizations has a strong instrumental rationality and the impulse to create performance projects.The direct consequence of this is the ambiguity of the cooperation between grassroots governments and social organizations.Social organizations usually have to undertake a large number of governance tasks other than professionalism,so that the governance practices of social organizations have obvious institutional characteristics.But at the same time,the government's absorption process of social organizations also provides good opportunities for social organizations to obtain government resources and better realize organizational development.From the organizational practice of S agency,we can see the possibility of social organizationsavoiding being fully absorbed by the government system and achieving development in the process of cooperation with the government;the key lies in their own capacity building,including professional capacity building and under multiple institutional logic Integrated resource management capacity building.
