Research On The Performance Of Weakening Grass-roots Police Authority And Its Strengthening Path

As the ruling tool of the state,the public security organs shoulder various arduous responsibilities: protect the safety of the lives and property of the broad masses,fight all kinds of crimes,maintaining public order and so on.As the backbone of the public security organ,grassroots police is at the forefront of the public security management system,which is the most direct and concrete implementer,executor and embodiment of the whole police strategy and tactics,function and task.It is also the link and window between the police and the mass,whose work quality directly influences the whole image of the public security organ,and further affect the security and stability of the society.However,in the current society,the grassroots police's law enforcement is often unrecognized and disrespected by the masses : the police are confronted with violence,threats and insults in the process of law enforcement.The police force which has always been regarded as a strong force has become the vulnerable group,who is suffering from the beating and scolding,even tears or blood,of course,not all public security policemen will have such experience,only the broad front line law enforcement police can experience such pain.This cannot but reflect the sharpness and severity of the problem that the authority of the grassroots police is weakening in law enforcement.Based on the theory of authority and broken window,this paper starts with the characteristics of law enforcement of grassroots police.The work of grassroots police is close to the masses and confronts social contradictions.The characteristics of its work are different from those of other police groups,mainly reflected in the aspects of involving the public,mandatory,diversity,openness and greater discretion of law enforcement.These characteristics make it particularly easy to cause dissatisfaction of part of the public,easy to become the focus of the society,easy to be questioned by public opinion,and then the contradiction is easy to transfer to the individual police or the public security organs,which will be acted out through the violent resistance,soft resistance,malicious complaints and false accusations and other behavior by the object of law enforcement.Through the weakening performances of the basic-level police authority,combining with a large number of real examples of recent years,based on some in-depth interviews with some grassroots policemen,this paper analyzes the reasons why the authority of grassroots police is weakening in the process of law enforcement by the method of documentary case analysis and in-depth interview:the management includes the problems such as the roles and responsibilities of the police are vague,the allocation of police resources is unreasonable,the government abuses the police force,and the law enforcement is not standardized;In the aspect of law,due to the imperfect legal basis for the exercise of functions and powers,the law enforcement rights and interests of the police can not be effectively protected,the protection for police's right to weapons and arms is weak in the process of the law enforcement;The media is dominated by negative public opinion,the positive publicity is insufficient,the media makes false reports for attracting the attention;The abuse of power by the police themselves,unfair law enforcement,serious thought of privilege,insufficient police capacity and other reasons have greatly weakened the authority of grassroots police in the law enforcement process.By concluding the reasons,the paper finally puts forward the feasible path of strengthening the authority of grassroots police from the perspectives of improving the management mechanism,perfecting the legislation,strengthening the control of public opinion and strengthening the police's self-construction.
