Research On Social Assistance Policy For "Expenditure-Based" Poverty In The New Era

In October 2016,the notice of the State Council on printing and distributing the 13 th five year plan for poverty alleviation clearly pointed out that "by 2020,we will ensure that the rural poor can get rid of poverty under the current standards in China,and all the poor counties will take off their hats to solve the regional overall poverty." At the Fourth Plenary Session of the 19 th CPC Central Committee,it was proposed that "we should resolutely win the battle against poverty,consolidate the achievements of poverty alleviation,and establish a long-term mechanism to solve relative poverty." It can be seen that with the coming of 2020,China will comprehensively solve absolute poverty and regional overall poverty.At that time,relative poverty will become the focus of poverty governance in the next stage.As one of the manifestations of relative poverty,"expenditure" is the standard to judge poverty,which is different from the traditional "income" as the standard to judge poverty.This is not only the change of poverty standard,but also the response to the people's better life needs in the new era.Therefore,the improvement of the expenditure type poverty relief policy should become an important topic and key content of the social assistance policy in the new era.In 2007,China paid attention to the problem of expenditure poverty for the first time,and formulated and implemented expenditure poverty relief policies.Up to now,China's expenditure poverty relief still faces the problems of unclear relief concept,nonstandard policy operation and unclear role of policy participants.Therefore,it is urgent to optimize the current expenditure poverty relief policies reasonably.This paper is composed of four parts.Firstly,taking the current situation of China's expenditure poverty as the starting point,focusing on the main social contradictions,development ideas and development concepts in the new era,and taking the theory of feasible ability and development oriented social policies as guidance,this paper puts forward the realistic basis and theoretical basis of the expenditure poverty relief in the new era.Secondly,based on the expenditure povertyrelief policy documents issued by the central and local governments,this paper gives a detailed overview of the whole process of the development of the expenditure poverty relief policy in China,mainly combs out the process of the policy,and summarizes the development characteristics of the expenditure poverty relief policy on this basis.Thirdly,we should examine the policy of poverty relief in an all-round way and find out the problems in the process of policy design and implementation.Finally,the paper puts forward the Countermeasures for the improvement of China's expenditure type poverty relief policy in the new era,that is,to establish the relief idea and goal of "promoting development",to build complete legal system,to give full play to the unique advantages of social forces in the relief,to give greater space for social forces to participate,and to provide diversified supporting services for the poor.
