Research On Local Governments' Working Mode Of Promoting Social Organizations' Orderly Involvement In Social Governance

Disasters are often destructive and can hinder economic and social development.However,disasters may also bring new opportunities for the improvement of social governance structure,especially the formation of a more benign interaction between the government and society.In terms of social governance,cases of national policies,laws,management mechanisms and even management systems being improved as a result of disasters are not uncommon in the international community in recent years.The pain caused by "4·20" Lushan earthquake still remains,but the disaster also brought opportunities for development and change to the affected areas.After "4·20" Lushan earthquake,the structural and behavioral influencing factors of the interaction between the government and social organizations changed,and the profound interaction between the party committee and the government and other social governance subjects resulted in corresponding changes in the relationship between the government and society.Yaan of sichuan province in the earthquake relief and post-disaster governance,in the face of social organizations to participate effectively in practical problems,reform and innovation actively,through hub type social organizations(Yaan under the social service center)to realize institutional strategy build,gradually formed social organized to participate in social management mechanism,promoting the local social governance system improvement,promote social management to social governance,has obtained the "catastrophe to promote change," the actual results,accumulated a wealth of practical experience.Forth in this article,by observing the "4·20" earthquake and yoann local economic and social transformation of social reality,from the perspective of group interaction,observation,with social organizations orderly participation in social governance mechanism to promote the local social management system to improve as the clue,observation of yaan under the social service center hub type organization from the emergency to the normalized development evolution and analysis,and tried to explain,why disasters changed,and how to change the government and the social relations,social organizations and orderly why participate in social governance mechanisms in place,and how to promote the local social management system to improve,This paper discusses the enlightenment of establishing the mechanism of orderly participation of social organizations in governance to the improvement of social governance system.The question of this paper is: what is the social governance mechanism of orderly participation of social organizations in disaster events,how to operate and what is the effect? The issue has two core elements: one is the "disaster event" and the other is the "mechanism of orderly participation of social organizations in social governance".By means of case study,literature analysis and other methods,the author tries to explain the social governance mechanism of orderly participation of social organizations and its operation strategy and operation effect through the "4·20" Lushan earthquake case and through the analysis of influencing factors,strategy analysis and effect evaluation.
