Research On The Current Situation And Countermeasures Of Police's Rule-of-law Thinking

Law is the key to running the country.The 19 th National Congress of the Communist Party of China has advanced law-based governance,which has crossed the threshold into a new era.The importance of rule-of-law thinking is also highlighted.In a new historical context,the improvement of police's rule-of-law thinking has become an important goal of public security construction and the content of police ideological and political education research.Research on police's rule-of-law thinking will enhance the ability to perform duties,and ensure that law is enforced in a strict,procedure-based,impartial,and non-abusive way,and then forge a highquality public security team,so as to provide organizational guarantee and legal guarantee for performing the duties and missions in the new era.This paper research on the current situation and countermeasures of police's rule-of-law thinking,which is based on the Marxist theory of the rule of law and the theory of the structure of rule-of-law thinking.Firstly,it defines the concepts of rule of law,rule-of-law thinking,police's rule-of-law thinking,and expounds the theoretical basis of the research.Secondly,this paper expounds the basic contents of the police's rule-of-law thinking,that is,the legal norms thinking,the legal values thinking,the legal methods thinking,and analyzes the specific elements contained in each content.Thirdly,taking the three basic contents as the theoretical framework,a questionnaire was formulated to understand the current situation of police's ruleof-law thinking.At present,the police's rule-of-law thinking is in good condition.But at the same time,there are some concrete problems such as fuzzy cognition of legal norms,superficial understanding of legal values and arbitrary implementation of legal methods.The causes of the problem mainly include the influence of law training of public security organs,individual factors of police and the law enforcement supervision and guarantee system.Finally,this paper adopts the method of ideological and political education,and puts forward the cultivation countermeasures from the three dimensions of cognition,emotion and behavior.First,train the police's cognition of rule of law,in order to strengthen the legal norms thinking.Second,cultivate the police's emotion of rule of law,in order to deepen the legal values thinking.Third,standardize the police's behavior of rule of law,in order to implement the legal methods thinking.
