The report of the 19 th National Congress of the Communist Party of China puts forward that "we should adhere to the combination of strict management and love,pay equal attention to both encouragement and restraint,improve the cadre assessment and evaluation mechanism,establish the incentive mechanism and fault tolerance and error correction mechanism,and stand a clear stand to support and encourage those cadres who dare to take on responsibilities,do things in a down-to-earth manner and do not seek personal interests".In 2018,the reform of the national and local tax collection and administration system was fully implemented,and all new tax authorities at the provincial,city,county and township levels were listed on July 20.After the reform,the number of in-service officials in the tax system has reached nearly 800,000,accounting for one-tenth of the total number of civil servants.As an important economic functional department in China,tax departments shoulder the heavy responsibility of collecting money for the country and collecting tax for the people.The orderly development of tax work and the construction of tax cadre team cannot be separated from the innovation and development of performance assessment methods.The "digital personnel" introduced by tax authorities is an innovation to improve the cadre assessment mechanism and the application of the "Internet plus" concept in performance management.Since the launch of digital personnel in 2014,based on a quantitative digital personnel appraisal system,clear elaboration individual performance situation of tax personnel,to provide effective performance management,the combination of qualitative and quantitative evaluation for the leadership of tax cadres daily job performance,job skills,and have a more objective and impartial to grasp the advantages and disadvantages,to better promote the construction of cadres,should services with the work,boosting tax authority to the people's satisfaction of service oriented government departments.Through literature research method,this paper combs the existing domestic and foreign literature about performance appraisal and digital personnel from multiple perspectives,and establishes the theoretical basis for the paper.Based on existing research contents of literature,from the perspective of the practical work of tax cadres to clarify the tax authority digital personnel individual performance assessment of the status quo,detailed in this paper,the number of personnel advantages and limitations in terms of performance appraisal,and in-depth analysis of the causes of limitations,focus on the analysis of precision is proposed on the basis of post responsibility system,setting up reasonable assessment index,index standards in science,scientific and reasonable proportion of index weight,to optimize upgrade "digital personnel" system,and constantly changing tax cadre performance idea and establish and improve the results of application systems and mechanisms such as individual performance appraisal to improve the optimization countermeasures and suggestions.The main contribution of this article is "digital personnel" as the carrier to study the individual performance appraisal,the model of digital personnel index weight limitations set unreasonable,not only uses the qualitative analysis,and questionnaire investigation,expert evaluation method,comparative analysis,the further quantitative analysis,combining qualitative and quantitative interpretation model weights are set unreasonable.At the same time,in order to better play to the existing digital index system of the personnel in the performance appraisal of the role of grass-roots tax authority,in view of the model of external evaluation index of taxpayer satisfaction index to distinguish the degree is not high question,proposed innovative service object to the tax authorities the background in a certain proportion of sampling investigation,sent by nailing software way of bearer services questionnaire,the questionnaire results as an important reference of taxpayer satisfaction index,and formulate the scientific quantitative way to convert to the advice of the index,so as to improve the precision of the evaluation and the public.The above research content has not been found in the existing literature,which is the innovation of this paper and the deepening of the research content of this paper.
