Study On The Capacity Building Of Online Government Affairs Service In Guandu District Of Kunming City

General Secretary Xi Jinping pointed out in the report of the Nineteenth National Congress of the Communist Party of China that we should strengthen the ability of reform and innovation,be good at promoting work in combination with practical creativity,and be good at using Internet technology and information technology to carry out work.In accordance with the relevant requirements,all regions have further promoted the Internet + government services and one network through office,and promoted the transformation of government services from government supply oriented to mass demand oriented,and the convenience of enterprises and the masses has been continuously improved.Internet + government services has become an objective requirement to enhance the modernization of government governance capacity,and is an inevitable requirement to deal with the digital transformation of the global government,promote the strategy of network power and deepen the reform of release control clothing.The research on the ability construction of the online government affairs service is the foundation of the development of the online government affairs service,which is a very meaningful link.Perfecting the online government services and enhancing the ability construction of online government affairs services reflect the purpose of people oriented,which is also of great practical significance to promote the overall development of service-oriented government in China.The research of the thesis follows the train of thought that is problem proposing-theory basis-analysis framework-research object-analysis problem-solve,through selecting the theory of New Public Service,service-oriented government and holistic governance as the research foundation,and the guiding and explaining function of the theory to this research;Based on the analysis of the related policies of online government services since the 18 th and 19 th National Congresses of the Communist Party of China,this paper constructs an analytical framework of online service capabilities,which mainly includes five aspects of capabilities:1.Complete ability of service mode,reflecting the main points mainly from the channel accessible online government service capacity requirements;2.Service item coverage capability,reflecting the main points mainly from the item visible online government service capability requirements;3.Accurate ability of the guide,reflecting the main points mainly from the guide available online government service capacity requirements;4.Online management maturity ability,reflecting the main points mainly from the business can do online government service capacity requirements;5.Online service effectiveness,reflecting the main points mainly from the effectiveness evaluation online government service capability requirements.Further combining with the current situation of online government service capability in Guandu District,the existing problems and reasons are analyzed from the aspects of Internet + government service system,online government service standard system,integrated construction of online gov ernment service platform,and the supply capacity and level of online government services.Finally,in view of the existing problems and causes of Guandu District's online government service capability,this paper puts forward the establishment and improvement of the Internet + government service related system,the integration of online government service platform,the vigorous promotion of online government service standardization,the improvement of the coverage and accuracy of online government services,and the acceleration of innovation in the evaluation and application of online G overnment service capability.Internet + government services mode six aspects to enhance the ability of online government services.
