There are about 85 million disabled people in China.The large number of disabled people is widely distributed throughout the country,and the types and grades of disabilities vary from each other.Therefore,the employment of disabled people has become a cause that cannot be underestimated.Employment is the basic right of every citizen,and it is also the basic right of every disabled person who has the ability to work and the willingness to work.Employment is not only a way for disabled groups to obtain economic income,but also an important way for them to participate in social life.With the development of society,the employment of disabled groups has made some achievements,but it still faces severe employment problems.The traditional centralized placement employment for the disabled in our country,decentralized employment in proportion,such as employment model of flexible obtain employment,the employment for the disabled has played a great role in promoting,but with the transformation and upgrading of industry,the traditional employment pattern highlights some problems slowly,gradually no longer meet the demand of the employment of disabled persons,function is gradually weakened,solve the disabled employment.With the advent of the Internet information age,the Internet has greatly promoted the utilization,allocation,integration and optimization of social resources,bringing a new development direction to the employment of disabled people.More and more disabled people begin to use the computer operation skills under the Internet to achieve employment and gain benefits.This paper,by using statistical bulletin issued undertakings for disabled persons federation development in Shanghai,the national development of undertakings for disabled persons yearbook and Shanghai sample survey data analysis,such as the number of disabled people and structure characteristic,including the disabled population,disability categories and grades,gender,and household register,employment,age and job characteristics,at the same time "Internet +" employment compared with the traditional way of employment for the disabled,disabled people use the Internet to occupy the employment in the way of working,the employment channels of employment and the difference between traditional employment pattern.Secondly,based on the combing of the interview contents,the author summarizes the types of employment of disabled people in Shanghai by using the Internet,such as online customer service,art design,data analysis and text,and e-commerce platforms.According to the policy documents provided by the employment service website for the disabled,the main contents of employment support policies for the disabled to use the Internet for home employment are sorted out,which are divided into employment fund tax support,education and training support,rehabilitation service support and employment service support,and the implementation status of these four types of support policies is analyzed.According to the current situation of policy support and implementation,this paper concludes the problems of home-based employment policy for disabled people.First,the fund support,scientific and technological rehabilitation and training of the employment policy are not strong enough,which is not conducive to the sustainable development of home-based employment projects.Second,the employment policy support does not consider different types and grades of disabilities in terms of fund provision,rehabilitation and training programs,which cannot meet the actual needs of the disabled.Third,the supervision of the labor market discrimination is inadequate and the legitimate rights and interests of the disabled are difficult to maintain.The disabled persons' federation mainly issues documents and leads the employment workof the disabled,and there is a lack of unified and specific support policies,resulting in the lack of guarantee of employment policies for the disabled.This paper analyzes the reasons for the policy support for disabled people to use the Internet for home employment from three perspectives,namely,the hysteresis of the policy content,the low degree of concretization and the absence of relevant content.Finally,based on the employment policy for the disabled,the author puts forward some Suggestions on how to optimize the employment of the disabled through the Internet.
