Talented person is national treasure which is the decisive force of social development,and the core of the country's comprehensive competitiveness.In the era of globalization and knowledge economy,"talent is the first resource" has become the consensus of the world.Although in the recent years,economic globalization is facing a variety of difficulties and problems,talent competition is still one of the most furiously competition between countries.Based on the acceleration of low birth rate and aging,the population structure of South Korea and China is changing.The two countries know about the process of personnel cultivation is long and the cost is high,but talent introduction low costs and achieves quickly.Therefore,South Korea and China will choose the introduction of talent as an important national strategy to serve the country's long-term development strategy.In the recent years,the rapid economic development of South Korea and China,both rely on the implementation of the policy in the introduction of overseas talents for a long time.South Korea and China are not the traditional immigration countries,but based on their national conditions,they all have made a plan to bring in overseas talents and made policies in order to attract overseas talents and fill the domestic shortage of high-end scientific and technological personnel.So,for the long-term of the country developments talent policy research is very important.This paper analyzes and researches based on the human resource theory,ERG and goal matching theory,South Korea and China how to operate overseas talent policies.The paper mainly focuses on the study of talent introduction policy in South Korea and China which relays on the present situation of the two countries and this paper expounds the background of developing the overseas talent policy by using the methods of consulting literature,data statistics and so on.Furthermore,this paper makes a comparative analysis of the policy measurements,status quo and policy effects of the introduction of overseas talents in South Korea and China,and including analyzes for the existing some problems in the implementation of the two countries ' policies.Based on the demonstrative analysis which puts forward some countermeasures and suggestions on the introduction of overseas talents.This paper argues that the introduction of overseas talents is a long-term work which it should aim at the different national conditions of the two countries to improve the long-term talent strategy and policy of the top design,and constantly enrich and improve the discovery,introduction,application,management and service of all aspects of the work.Finally,the full development of overseas talents introduction policy can be a reasonable formulates the policy of talent introductions which can effectively attract and utilize overseas talents to serve the national strategy.
