With disappearing of domestic demographic bonus,transformation of the economic structure and deepening of government administrative system reform,the high-speed growth trend of domestic economics has been decelerating.The shortage of high-skilled talents and unbalanced relationship between demand and supply of human resource are disturbing every industry during this transformation period of time.Because it need to ensure social stability and development,the state government proposes to carry out the strategy of strengthening the country through talents and policy of giving priority to development of talents as well as accelerate to build and improve domestic public employment service system.It is driven by preferential policies,public employment service agencies have making changes and adjustments for various demand of talents and employment expectation.For a long time,there is no mature and effective mode of performance evaluation for China's public employment service agencies.The performance evaluation methods used by government departments are applied directly to the public employment service agencies in various regions.Thus,these methods are not applicable for the agencies under new situation.Therefore,it's significant for us to build a practical and flexible evaluation mode which based on reality and local conditions.This study based on the public employment service,combining situation of performance evaluation of PESA in home and abroad,taking the method of balance scorecard,exploring the construction of the performance evaluation system of public employment service organizations.This paper puts forward some countermeasures through the evaluation of the performance level of the PESA.In the study,by reviewing existing academic research,combining the characteristics of China's government department and PESA and the feature of human resource market,using balance scorecard as a tool,considering the practical situation,setting up primary index,sending questionnaire to the insiders and experts,the author censuses,analyzes and screens out a number of effective indicators.Then the author uses the analytic hierarchy process to assign the weight of each evaluation index,and constructs the performance evaluation system of the PESA.In the end,on the basis of the performance evaluation system of the PESA,the author designs the performance evaluation questionnaire,in the form of questionnaire survey,we evaluated the performance level of T District Employment Center,and analyzed the survey results by using fuzzy comprehensive evaluation method.then the author find out the existing problems,and put forward the optimization countermeasures.
