The Popular Science Situation Of Youth In Hainan Province And Its Policy Response

General Secretary Xi Jinping emphasized:"If you don't innovate,you will lag behind;and if you are slow,you will also lag behind." Putting scientific&technological innovation and scientific popularization in an equally important position and striving to build a strong country in the field of science and technology is an important strategic decision made by both the party and the country on the basis of scientific analysis and full grasp of the situation both domestically and internationally.As the national "Thirteenth Five-Year Plan" is being implemented,the scientific ability of people has been developed leapforward.Meanwhile,the popularization of science is embracing an important strategic opportunity which leads the country to become a great power in the field of science and technology in the world.And it also facing a key window period when innovation and transformation are accelerated.Adolescence is the best period for people to develop their scientific ability,when most of the basic scientific terminology and the basic scientific viewpoints in a person's life are adopted.Therefore,to promote the citizens' innovative consciousness and their creative ability,it is important to know the popular science situation of the youths and improve it constantly.This will also lay a solid foundation for improving the scientific literacy of the public.This paper explores the meaning of "popular science" and "popular science policy"and the relationship between some relevant concepts.It has sorted out the major popular science policies since the establishment of Hainan Province and the characteristic works of the government.It also illustrates three aspects of the progresses the government made(eg."The steady improvement of scientific quality in the society")and points out four aspects of the deficiencies of the policy(eg."Not enough emphasis on popular science work,especially on youths' popular science work").By questionnaire survey and interview survey,the author deeply analyzed the popular science situation in Hainan Province and raised the existing problems.Based on the popularization of science for the youths in Hainan Province and the author's work experience in popularization of science,the paper focus on improving the science policy system,promoting science education reform,implementing science information engineering project,diversifying science investment,establishing an evaluation system,and improving the structure of science popularizing teams.In terms of the countermeasures and suggestions for promoting the popular science work of Hainan Province,it provides a certain reference for the field of youths' science popularization in our province,the popular science policy making,and the decision-making for science development.
