The Research On The Government Purchasing The Service Of Universal Private Kindergarten In Quanzhou

As the cornerstone of basic education,the preschool education has been taken more attention in recent years.With the full opening of the two-child policy and the arrival of a new turn of population,the problem of "Kindergarten Shortage","Difficult Enrolling""Expensive Enrolling" have become important livelihood issues that must be solved urgently.Recently,the Quanzhou government is constantly enlarging the coverage of high quality pre-school education resources,speeding up the construction of the preschool education,and increasing the investment in preschool education.But the official kindergarten is still the principal part of providing universal education,and their limited amount fail miserably at meeting demand for the existing social needs.Therefore,the Quanzhou government began to implement the policy of purchasing the universal kindergarten services from 2015,and strove to provide a affordable and quality preschool education.Through relevant theories of management and pedagogy,combining the questionnaires with interviews,this article makes an effort to see the implementation of the universal private kindergarten and its current problems,puts forward solutions to improve the education management system,and puts forward recommendations to improve the education management system,by increasing the investment and standardizing the management of universal kindergarten funds,establishing and perfecting the service policies of purchasing universal private kindergarten,taking measurements to ensure the enthusiasm of the teachers,enhancing the education quality of universal private kindergartens,and establishing the effective management and supervision mechanism.
