A Study On World-Class University Construction Project Of South Korea

In recent years,countries have implemented a new round of higher education reform plan in order to build world-class universities.It is of great significance to improve the development level of higher education,promote social and economic development and enhance national competitiveness.The BK21plus project in Korea is a great project to build a world-class university on the basis of summing up the experience of previous projects.The ultimate goal of the project is to realize the national "innovative economy" and the core task is to train innovative talents.On the basis of literature method and comparative method,the background,objectives and basic contents of BK21plus project are summarized.Case analysis is used to sort out the implementation of the two universities.According to the Implementation Plan of BK21plus Project Construction,there are mainly three levels of personnel training objectives.They are the training of research-oriented global talents,the training of innovative talents in special fields and the training of Applied Innovative Talents in the future.And we have made three assumptions about it.First,it is estimated that 11 of the top 200 universities will be assessed by QS University in Britain in 2019.Second,it is expected to train senior professionals in subject and interdisciplinary fields.It is estimated that about 15,000 postgraduates will be trained annually.Third,it is expected to improve the educational research level of domestic universities,form innovative educational courses,improve teaching quality and strive to improve the citation index ranking of SCI-level papers.Through summary and analysis,it is found that the Korean government embodies the characteristics of diversity of training objectives and funding fields,competitiveness of selection,recognition and withdrawal mechanism,rewards and punishments,and openness of application process and academic achievements in the process of building world-class universities.In view of the fact that the "double-first-class" construction project in China is in the preliminary stage of implementation.Based on the analysis of the relevant research on the BK21plus project in Korea,the following suggestions are put forward for the double-first-class construction in China.Firstly,competition mechanism is introduced to further adjust the list of"double first-class" construction;secondly,independent evaluation is carried out to improve the evaluation system;thirdly,Innovating the Training Mode of Talents and Improving the Internationalization Level of Talents Training;finally,the development of universities is balanced and the gap between regions is narrowed.The purpose is to provide reference for China's double-class construction.
