Research On The Statistical Public Product Supply In Ningxia In The Context Of Modernization Of Governance Capacity

The supply of statistical products is the main function of the government's statistical agencies.The improvement of the supply capacity of statistical products by government statistical agencies is an important manifestation of the government's statistical performance.With the rapid development of the contemporary economy and society,the government,enterprises,the public and other subjects' demand on the government's statistical products is in a state of rapid growth,both qualitatively and quantitatively.However,the statistics of various local governments in China have the problems of statistical public goods supply capacity and inefficiency,supply and demand mismatch,etc.These issues not only affect the credibility and image of the government,it also affects the government's formulation of policies on economy and people's livelihood,the mastery of development information,the psychological perception of the public,and the research on social and economic issues of the institute.Local government statistical agencies are faced with a new era of how to solve local statistical products' supply contradictions and raise important issues in the supply of local statistical products.The Third Plenary Session of the 18th CPC Central Committee put forward:"The overall goal of comprehensively deepening reform is to improve and develop the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance capacity." This goal is mainly for the government.The government statistical agency is the government's directly affiliated institution,it is an integral part of the realization of the governance system and the modernization goal of governance capacity.The supply of statistical products as a key link in the government's statistical work,the modernization of governance capacity is also the key to deepening the statistical reform,and the modernization of governance capabilities to improve the supply of government statistical products.The ability provides a research reference and framework.This paper takes the supply practice of statistical public goods in Ningxia as the research object,mainly combined with the theory of public goods supply,through the combination of questionnaires and interviews,fully investigates the supply and demand of statistical products,the status quo,problems and causes of statistical public goods supply in Ningxia.On the basis of the main viewing method and the suggestions for improving the supply of statistical products in Ningxia,combined with the requirements and realization methods of modernization of governance capabilities,further analyze the supply status and existing problems of statistical public goods in Ningxia from the perspectives of supply and demand subjects,supply concept,demand environment and supply practice.The aspects of supply concept,participation subject,system and methods are used to study the causes of the problems in the supply of statistical products in Ningxia,and then according to the requirements of modernization of governance capabilities,propose modernization of governance concepts,the standardization of supply system management,the diversification of participating entities,and the informationization of supply methods.
