Study On The Development Of Rural Human Resources In Gansu Province From The Perspective Of Precision Poverty Alleviation

The report of the 18th National Congress of the Communist Party of China(CPC)puts forward the historical task of building a well-off society in an all-round way on the 100th anniversary of the founding of the Party.Accurate poverty alleviation is a necessary link on the road to a well-off society in an all-round way.Since ancient times,Gansu has been branded with poverty,the province's agricultural employees account for more than 50%of the total population,rural development is related to the realization of the goal of an all-round well-off,therefore,under the perspective of accurate poverty alleviation,strengthening the rural modernization construction,First of all,we should attach importance to the development of rural human resources.This study focuses on the rural human resources in Gansu Province.Under the guidance of Marx's poverty theory and Xi Jinping's theory of accurate poverty alleviation,and drawing lessons from the western theories of human capital and public management,we will look up information and conduct household surveys.Through a deep analysis of the current situation of poverty and human resources development in Gansu Province,it is found that there are still many problems in the government-led,social participation and precision poverty alleviation in the rural human resources development in Gansu Province from the perspective of precision poverty alleviation.On the premise of analyzing the problems,this paper further analyzes the restriction and influence of economy,system,technology,social culture,labourers and other factors on the development of rural human resources in Gansu Province.Finally,under the guidance of the problem,through the analysis of the country.Based on the analysis and reference of some advanced experiences at home and abroad,this paper puts forward some suggestions for the development of rural human resources.From the perspective of accurate poverty alleviation,through the research on the development of rural human resources in Gansu Province,it is found that the task of lifting poverty out of poverty in Gansu is still arduous,and the long-term poverty has made the development process of rural human resources in Gansu more difficult.Since the development of rural human resources is the intellectual source of rural development,this study puts forward that we should strengthen the construction of mechanism in the development of rural human resources in Gansu Province,strengthen the guidance of the government encourage social participation and improve one's own ability.Help Gansu to get rid of poverty at an early date and complete a well-off society in an all-round way Realize at an early date.
