In order to implement a negative list system of teachers' moral assessment,our top education authority has issued an official document which lists the behaviors of primary and secondary school teachers who violate professional ethics.This paper examines the extent to which the official negative list of teachers' ethics has won the approval of primary and secondary school teachers.Through literature analysis,this paper believes that it is a kind of professional ethics norm for teachers to draw the bottom line of teacher ethics from the negative list of teacher ethics.It prohibits the immoral behaviors in the process of teaching.It relies on teachers' personal conscience and public opinion to maintain the professional ethics.It protects teachers' professional autonomy to the greatest extent while playing the role of regulations and evaluation.In order to develop a negative list of teachers' ethics which is based on teachers' consensus,this paper has developed a set of procedures.This paper has developed a set of procedures.First of all,it analyzes the written norms of teacher ethics and summarizes teachers' taboo behaviors towards students,majors,colleagues and parents.Then,I did the public opinion survey which open questionnaire was used in the survey to collect identified immoral behaviors opinions form primary and secondary school's students,teachers and parents.Then,based on the integrating written ethics norms and the immoral behaviors in the opinions from the informants I compiled another questionnaire.Finally,analyze them by the average degree of approval greater than 4 and the standard deviation less than 1 as the basic analysis criteria.I comprehensively considered the distribution of teachers' opinions to analyze the taboo behaviors under the consensus of teachers.Through this process,this paper presents a negative list of professional ethics that embodies the consensus of primary and secondary school teachers in China.By analysis and comparison,the research also shows that the bottom line of teacher ethics in teachers' minds is highly consistent with the official norms of teacher ethics and the demands of students and parents.which obviously shows the characteristics of generalization of teachers' morality.They all regard politics,etiquette and taboos of public morality as anomie of teachers' morality.Nevertheless,teachers have not reached a consensus on the private morality and business taboos mentioned by the people.In addition,there is still no consensus among teachers' some behaviors that are recognized by both the authorities and students' parents,including "part-time job and salary","promoting and requiring students to participate in business activities which aim at students" and "perfunctory teaching".In addition,teachers did not reach a consensus on the official prohibition of "attending banquets and other activities".Also,the behaviors proposed by the parents of students such as "occupying students' free time" and "letting students do teacher's work".This paper suggests that taboo behaviors without teachers' consensus can be enforced by law and decree.However,only based on the internal reflection and discussion of teachers,the guidance of teachers' professional organizations,and the guidance of social tolerance and public opinion,can teachers form new consensus and update and revise the negative list of teacher ethics.
