With the continuous improvement of the strength of science and technology,local governments in China attach great importance to the introduction of high-level talents.Although it has achieved great results,there are still some imperfect problems in the process of Introducing High-level talents.This paper discusses the current situation and existing problems of the introduction of high-level talents by local governments,in order to achieve the perfect landing of the introduction of high-level talents.The necessity of local government's high-level talent introduction is analyzed,and the current situation and experience of local government talent introduction are analyzed.And Yan'an City is regarded as a typical case of deep discussion to analyze and comment on the current situation,problems and Countermeasures of its high-level talent introduction,and to improve the typical case of deep discussion.This paper chooses the current situation of the introduction of high-level talents in Yan'an City and the problems existing in the process of the introduction of high-level talents to carry out analysis.In the process of writing the paper,it is mainly carried out according to the thinking of "the present situation of the introduction of high-level talents-the effect of implementation-the existing problems-the countermeasures".In the process of research and analysis,this paper uses case analysis and literature method to conduct a comprehensive study of the problems existing in the process of high-level talent introduction in Yan'an City,including: the number of high-level talents in Yan'an City is not large,and the proportion of total talents is too small.The distribution and structure of high-level talents are unreasonable.High-level brain drain is serious.In the process of Introducing High-level Talents in Yan'an City,the degree of marketization is not high.Finally,combined with the analysis of the actual situation of Yan'an City,it is proposed to promote the optimization and upgrading of the industrial structure of Yan'an City,and to balance the distribution structure of high-level talents.Strengthen the construction of urban environment and create green Yan'an.Establish a high-level talent evaluation and incentive system,improve talent security and services,give full play to the subjective initiative of enterprises,plan high-level talent development,expand the channels of talent introduction countermeasures and suggestions.The problems in the process of Introducing High-level Talents in Yan'an City are quite common in the process of Introducing High-level Talents in many prefecture-level cities in China.This paper analyses the existing problems and puts forward feasible optimization suggestions.It has certain and positive significance for the further development of the theory of innovative talents,and also has certain help for the comprehensive solution of the problem of high-level talent introduction in Yan'an City.
