Research On The Inner Governance Structure Of First-class Universities In Hong Kong

Developing connotative higher education,implementing and practicing the statute construction of universities,standardizing and perfecting the inner governance structure of universities are important questions for discussion of construction theoretical research and practical exploration of first-class universities and first-class disciplines.As making a general survey,development of Hong Kong higher education starts late,but expands fast;it enjoys limited size,but exerts a strong influence on the world;it follows the governance tradition of western universities,and retains oriental cultural deposits at the same time.By Researching the inner governance structure of universities through the statutes of first-class universities in Hong Kong,we can deepen the theoretical research of university statutes in terms of theory,improve our knowledge of universities' governance structure,and enrich the theoretical system of higher pedagogy;Meanwhile,on a practical sense,we can direct and accelerate the perfection of university statute construction and the optimizing of university governance structure in Mainland China.The first-class universities in Hong Kong followed the governance tradition of western universities,their ordinance and statute have undertaken the task of adjusting internal and external relationships of universities and standardizing the rights of related bodies of universities from the day of their birth.The inner governance structure of universities are the generic terms of governance organizations and governance mechanism formalized on the basis of university statute,with governance organization as the base and governance mechanism as the core.From the perspective of grounded theory,by analyzing three first-class universities in Hong Kong: the ordinance and statute of Hong Kong University,Chinese University of Hong Kong,Hong Kong University of Science and Technology,this paper extracted that the types of governance authorities of first-class universities in Hong Kong area include: administrative authorities,academic authorities and supervisory authorities;Governance organizations include: executive organ of authority with school board as its representative,academic organ of authority with educational administration committee as the representative,as well as the supervisory organ of authority with senate and consultative committee as the representative.The intersection of authority types and authority organizations formalized the static structure of the inner governance of first-class universities in Hong Kong area,but to further clarify the inner governance structure,we need to be clear of the configuration mechanism of authorities and the dynamic structure of governance.Combining the theory of“reliance-authority”,“capital-authority”,this paper analyzed the document of university statute and concluded the governance mechanism of universities in Hong Kong: the headmaster-in-charge mechanism led by school board,the authority transference mechanism based on committee,the academic autonomy mechanism based on teachers,the democratic supervision mechanism participated by multi-stakeholders.It is a fact that the inner governance organizations of first-class universities in Hong Kong have many shortcomings,also there are relatively big differences between universities in Hong Kong and universities in Mainland in terms of their governance environment,but the necessity of university autonomy of us is the same,and our pursuit of the first-class university of Chinese characteristics is the same.The fact that many universities in Hong Kong have developed into the first-class universities in short period has its internal relations with their scientific and reasonable inner governance structures.When Mainland universities are constructing the world-class universities and first-class disciplines,they definitely have some aspects for our reference: First,we need to clarify the relationship between administration and teaching depending on university statute;Second,we need to strengthen the leadership of party committee and implement the headmaster-in-charge mechanism depending on university statute;Third,we need to realize academic autonomy depending on university statute;Fourth,we need to realize multivariate supervision mechanism depending on university statute.
