With the sustained and rapid development of market economy,University teacher mobility become an inevitable and frequent social phenomenon gradually.For universities,teacher mobility is the flow of human capital,and the introduction and training of teachers are important human capital investment activities.However,various uncertainties in university teacher mobility bring varying degrees of risk to whether inflow organization or outflow organization and affect the efficiency of human capital investment in University.Therefore,how to understand and avoid university teacher mobility risks in Chinese universities scientifically and reasonably become an important problem which is urgent to be solved.On the basis of human capital investment risk theory,this thesis applies literature research method,theoretical analysis method and multidisciplinary method,and analyzes the current situation of University teacher mobility,finds out risk characters and four types or representations of Universtity teacher mobility risks which Chinese universities may faced with,explores the internal and external causes of university teacher mobility and puts forward a set of specific measures to prevent the risk of university teacher mobility according to the characteristics of human capital investment in Chinese universities.This thesis assumes that the characteristics of the current situation of university teacher mobility in China are increasing flow scale,diversified flow form,overall unbalanced flow direction and young middle-aged main body.Specifically,the college teachers mobility risks in Chinese universities includes the risk of introducing talents with high salary,the risk of ethics and reputation,the risk of personnel allocation and the risk of brain drain.For university,the mobility risk of teachers is objective,uncertain and irregular.University teacher mobility risks are formed by external environmental risks,internal institution risks and individual risks.The external environmental factors include the scarcity of the market of university teachers,the disorder of the talent competition market and the asymmetry of the market information.The internal institution factors include the imperfect introduction system,the irrational system usage and the defective exit system.The teacher individual factors include the heterogeneity of the individual and the limited rationality.Therefore,the premise of university teacher mobility precaution is to make use of its human capital attributes rationally,to promote the function of human capital and to avoid its negative effects.In allusion to four teachers mobility risks in Chinese universities,this thesis puts forward a set of measures,include standardized recruitment mechanism,reasonable allocation mechanism,scientific restraint mechanism,effective incentive mechanisms,risk-sharing mechanism and a fine environmental support system.
