Research On The Cultivation Of Social Forces In The Process Of Government's Purchase Of Public Sports Services

The cultivation of social forces is particularly important for the government to purchase public sports services.The research on the participation of social forces in the supply of public sports services is also a necessary part of the reforms to streamline administration,delegate powers,and improve regulation and services.However,there is still a lack of in-depth research on the status of the cultivation of social forces.To this end,with the help of major research methods such as literature,text analysis,case study,expert interview,field investigation and comparison,this paper makes a follow-up study on the cultivation of social forces in the process of government purchasing public sports services.On the research results show that although both the central government and local governments at all levels,introduced the"Measures for the Administration of Government Procurement Services(Interim)","Guidance of the Gen eral Office of the State Council on the Government's Purchase of Services from Social Forces",such policy texts has played a positive role in the specification of cultivation of social power.However,it is a pity that:1.The government still has insufficient choice in the bidding process of public sports service,and the social strength in the process of socialization reform of sports is still weak;2.The government departments exposed the bureaucratic style in the process of cooperation and failed to realize the importance of cultivating social forces;3.Government departments lack experience in contract management and benefit evaluation,and do not have mature conditions for cultivating social forces;4.The project acceptance inspection is unsystematic and fails to create and cultivate a platform for social forces.Government purchase of public sports service social force in the process of the cultivation problems,involves in the information asymmetry problem,more involves in stakeholders,with the analysis of symbiosis theory,the research found that the main status of the existing precisely are closely related to the following main influencing factors:social forces symbiotic conditions,the establishment of a symbiotic relationship,the establishment of the symbiosis mechanism,the construction of symbiosis environment,and the development concept of the association.Therefore,this paper puts forward the following Suggestions from the perspective of symbiosis and cultivation:1)Mutual Benefit and Win-Win:Establish the concept of cooperation,abandon bureaucratic style,strengthen the support for social forces,and promote symbiotic relations.2)Create conditions:strengthen top-level design of procurcement system,eliminate blind spots in procurement practice.and establish symbiotic mechanism;3)Strengthen control:from the preparation of evaluation funds to the introduction of third-party supervision,from the optimization of evaluation indicators to the promotion of performance feedback,take multiple measures to create a symbiotic environment;4)Make the best of advantages and avoid the disadvantages:keep objective and rational,and give full play to its positive role in the cultivation of social forces.
