Secondary vocational education is the basic project of training high-quality skilled talents,and it is an important part of our education.The State Council's latest "National Vocational Education Reform Implementation Plan" clearly points out that vocational education and general education have the same important position.China should constantly improve the national vocational education system and improve the development level of secondary vocational education.After China's reform and opening up,the rapid development of economic globalization has also promoted exchanges and cooperation between China and other countries in the field of education and culture,and the internationalization of education is imperative.At present,China's secondary vocational education has developed rapidly in the field of Sinoforeign cooperation in running schools,and has made a lot of achievements.But at the same time of rapid development,many problems and contradictions in the allocation of educational resources within Sino-foreign cooperative school-running projects in secondary vocational schools are increasingly exposed.At the same time,along with the limitation and shortage of educational resources,these problems hinder the healthy development of Sino-foreign cooperative school-running in secondary vocational education,affect the quality of education and teaching in Sino-foreign cooperative school-running in secondary vocational education.More and more scholars pay attention to the optimal allocation of educational resources.Educational resources refer to the sum of all kinds of resources used in the process of education,including human resources,material resources and financial resources.Educational resources are the material basis for maintaining the survival and development of schools.The current allocation of educational resources has a direct impact on the quality of education.Guided by the hypothesis of symmetry between learners and educational resources and the theory of resource dependence,this paper takes the in-school educational resources of the Sinoforeign cooperative school-running project of H secondary vocational school as a case study.According to the current situation investigation---raising questions---cause analysis---optimization strategy,through literature analysis,questionnaire survey and interviews,this paper studies the internal human resources,material resources,financial resources and curriculum resources of the school.Through the analysis,it is found that the main problems in the allocation of educational resources in schools include: unreasonable group structure of teachers,the need to improve individual quality;low utilization rate of material resources such as libraries,computer rooms,etc.,and serious waste of resources;single source of educational funds;unreasonable curriculum provision,insufficient foreign curriculum,lack of relevance and cohesion between Chinese and foreign curricula,etc.The reasons for these problems lie in the lack of awareness of the optimal allocation of educational resources within schools,the low efficiency of resource management,and the lack of effective mechanisms for the effective allocation of human resources,material resources,financial resources and curriculum resources.Therefore,secondary vocational schools should adopt effective strategies to continuously optimize the allocation of educational resources in schools.Firstly,we should improve the relevant policies and regulations on the allocation of educational resources and the supervision mechanism of the allocation of educational resources;secondly,we should strengthen the internal management of schools to improve the efficiency of resource utilization;finally,we should strengthen the cooperation between China and foreign countries to ensure the effectiveness of the optimal allocation of educational resources.At present,the research on the present situation and optimal allocation of educational resources at home and abroad mostly focuses on compulsory education and higher education.Most of the studies put forward suggestions and strategies for the allocation of educational resources between regions and different types of education from a macro perspective.There is still a lack of research on the optimization measures and strategies for the allocation of educational resources in schools.Schools are the smallest carrier in the national education system,and the rational allocation of educational resources within each school is the basic guarantee for the overall optimal allocation of educational resources.The allocation of educational resources within schools,compared with the allocation of educational resources at the macro level,can play a more direct role in students' academic achievement and physical and mental health development.Taking H secondary vocational school as an example,this paper investigates the current situation and problems of the allocation of educational resources within the Sino-foreign cooperative school-running project in secondary vocational schools,enriches the research system of the optimal allocation of educational resources in schools,and provides a reference for the optimal allocation of educational resources in schools of the same type.
