The reform of college entrance examination has always been the focus of social attention and hot topic.The college entrance examination policy is an important public policy,in different social periods,public policy will usually be adjusted to a certain extent to meet the needs of social development.Because China's college entrance examination has an important social stratification function,bearing the expectations of many families,especially children of poor families to change the fate of individuals and their families,so the fairness of the college entrance examination has received extraordinary attention.How to deal with the contradiction between scientific selection and fair selection is the biggest focus of college entrance examination reform,and it is the basic principle to deal with this contradiction.However,any fairness is a relative concept.Under the influence of long-term historical development,there is a serious imbalance between education and economic and social development in China.In the vast rural areas,poor areas and ethnic minority areas,education is still relatively underdeveloped,and access and conditions for education are far less than those of cities.In fact,these relatively backward areas of the vulnerable groups of candidates do not get a fair opportunity,the college entrance examination not only cannot achieve the upward flow of social strata,but also exacerbated the problem of interregional,urban-rural inequality.Therefore,in order to protect the interests of these vulnerable groups of candidates,fair selection in the new college entrance examination reform has been given priority.Admission policy stipulates that the appropriate tilt to the vulnerable groups is to maintain the fairness of education and realize the proper meaning of fair selection.In particular,the regional imbalance and the gap between the source of students,only through the government constantly adjust the policy,in the college entrance examination to the vulnerable groups to adopt a policy tilt,in order to effectively increase the access of vulnerable groups candidates to higher education,promote the fair allocation of access to admission opportunities.This paper mainly studies the policy of tilting the vulnerable groups since the college entrance examination,after the classification of the policy statistics found that china's vulnerable candidate groups mainly have rural and poor areas students,ethnic minorities,disabled candidates,migrant children,as well as some special family children,and in the process of policy development and adjustment,the types and number of policy tilt objects gradually increased,the policy implementation mode is diversified,the policy content isincreasingly perfect and the tendency of candidates in rural and poor areas is increasing.The basic goal of the tilt policy is to maintain educational equity,but due to the shallow foundation of the concept of educational equity in our country,the lack of perfect policy formulation and the weak implementation of the policy,there are still many new problems such as "the college entrance examination immigrants" in the process of policy implementation,and the policy objectives are difficult to achieve the expectation.In view of the analysis of the problem,the author thinks that the future value orientation of China's policy will be transformed to equity and efficiency,while the role of colleges and middle schools in poor areas in policy implementation is becoming more and more important,the way of achieving policy objectives to multi-channel transformation,and the establishment of an institutionalized,rule-based policy system to ensure the fairness of policy and maintain educational equity.
