Huaibei City is located in the northern part of Anhui Province and is located at the junction of the four provinces(Su,Lu,Yu,and Wan).The convenient transportation has provided excellent conditions for the development of football.It has repeatedly undertaken important events inside and outside the province.The number of grass-roots amateur football leagues and teams has also increased year by year.Although the amateur football league in Huaibei has been widely carried out,the development of the football referee team has been stagnant.The professional level and comprehensive ability of football referees is difficult to compare with other high-level cities.As a special group of referees in the Huaibei Amateur Football League,the related research on this group is still blank.In order to accurately and objectively understand the overall development status of the Huaibei football referee team and reveal the problems and deficiencies of the Huaibei football referee team,corresponding suggestions and countermeasures are put forward to ensure the steady and healthy development of the Huaibei amateur football league referee team.This article is based on the current situation of the development of Huaibei football referees.Taking all active referees registered in Huaibei City and having law enforcement records within three years as the main survey objects,this paper uses the literature method,questionnaire survey method and inspection method to evaluate the Huaibei Amateur Football League The referee team conducts in-depth research.Through investigating the five major aspects of the basic situation,knowledge structure,business ability,development factors and management of the refereeing team of the Huaibei Amateur Football League.Finally,the following conclusions are reached:(1)At present,the number of referees can meet the needs of the league,but the distribution of referees is uneven.The referee resources are mainly concentrated in District,and there is no high-level national and international referees.The first occupation of active referees is mostly teachers;the number of young reserve referees that can be trained is small,and the age structure tends to be aging;according to the investigation of the gender ratio of referees,it is found that male referees are significantly more than female referees.(2)The overall education level of referees is high,most of them are undergraduates,but most of them have low English level and have no habit of learning English actively.At present,only two referees have published scientific research articles on football referees,accounting for a small proportion of domestic research.Due to the limitation of competition level,most referees have no access to high-tech electronic products,which slows down the speed of referees' understanding of the correct use of relevant technology products in their actual work.(3)The referee does not have enough theoretical knowledge and the habit of learning often.About 90% of referees have the habit of weekly physical training,but there is a gap with the special physical training of football referees,which results in more than half of referees' physical fitness not up to standard.At present,there are too few and poor quality referee training courses in Huaibei City.Compared with the traditional book learning,Huaibei City has a strong interest in practical operation,video teaching and other new learning methods.Most of the judges hope to set up such new training courses regularly in the future,and obtain the on-the-spot judgment ability of judgment experience,theoretical knowledge,psychological quality training,etc Ability is also the short board of current referees on the spot.(4)The motivation of referees to engage in referee work is generally based on their interests and hobbies,and all referees' families support their work;Huaibei Football Association's salary to referees can satisfy most people,the above positive factors effectively promote the motivation of referees.In addition,most referees think that the negative factors such as the unsatisfactory football environment in Huaibei City,the lack of support from the work units,the unscientific league management,and the lack of training courses will also affect their driving force.(5)At present,the management system of Huaibei Football Association for referees is not systematic,there are some problems such as single selection way,unclear promotion way,unscientific dispatch way,loose assessment system and so on.
