In October 2015,the ministry of education,the national development and reform commission,and the ministry of finance jointly promulgated the guiding opinions on guiding some local undergraduate universities to transform to application-oriented universities,which clearly proposed to strengthen the cultivation of applicationoriented talents facing the front-line of production and service.Local applicationoriented undergraduate colleges and universities are the main body of applicationoriented personnel training and an important force to promote local economic and social development.To promote the transformation of undergraduate colleges and universities into application-oriented colleges and universities is an important way to promote the diversified development of higher education and comprehensively optimize the talent training system and structure of higher education.This study based on the stakeholder theory,competence-based theory,focus on transformation under the background of local talent training mode reform of applied undergraduate colleges,the methods of questionnaire survey,through the four L province colleges and universities of transition investigation and study,comprehensive analysis of relevant personnel training goal,professional Settings,teaching content and course system,teaching method,teacher team construction and the status quo of the management and evaluation system;At the same time,the research on the typical experience and main measures of the talent training in the applied universities in Germany and the United States;This paper deeply analyzes the problems existing in the talent training of local application-oriented undergraduate colleges,and finally,based on the basic national conditions of China,puts forward the countermeasures and Suggestions for the construction of a new mode of talent training in local applicationoriented undergraduate colleges.This study finds that the talent training goal of local application-oriented undergraduate colleges still fails to highlight the social needs and the orientation of students' employment needs.The effect of practice course and practice teaching is still not ideal;The construction of a contingent of "double teachers and double ability" teachers is an important shortcoming that restricts the quality of talent training.The educational evaluation system based on the participation of enterprises and the third party social evaluation is far from being formed.To do this,you need three levels from colleges and universities,enterprises and government to strengthen the reform measures: university level,should strengthen the social demand oriented educational concept,fully set up the concept of applied talents training target,to improve the teaching quality of practical courses,continue to push forward the "double division can double type" teachers team construction,improve the system of teaching management system.At the enterprise level,deeply participate in the talent training process of application-oriented undergraduate colleges,strengthen the responsibility of providing internship and practice places for college graduates,and actively participate in the evaluation of talent training in colleges and universities.At the government level,establish and improve the supervision and evaluation mechanism,formulate and improve the school-running performance reward policy,and strengthen the promotion of the experience of typical colleges and universities.
