If the education of colleges and universities is to achieve treat development,the construction of its talent team plays a vital role.Regional and regional competition for strength is essentially competition for talent.Shaanxi Province is locared in the northwestem part of my country,and human resources also restriet the soeial and economle development of our province.With the deepening of the"double first-class"construction of national colleges and universities,attracting talents,retaining talents,and using talents has become a problem that Shaanxi universities need to solve.The performance evaluation of the construction of talent teams in 211 colleges and universities in Shaanxi Province can also help local governments identify problems in their work,identify gaps,and learn form each other's strengths,thereby optimizing govemment funetions.This article takes the perfrmance of the talent team of 211 universities in Shaanxi Province as the research goal.Through performance evaluation,human resource advantages,data envelopment analysis and new public management theory,form multiple perspectives that affect the construction of talent teams,a performance evaluation index system suitable for the construction of talent teams in 211 universities in our province is constructed.Then an input-ouput Saanxi 211 university performance evaluation index system was established.Based on 18 sets of Shaanxi and Jiangsu 211 university index data,a super-efficient DEA model was used to analyze and analyze the talent input of Shaanxi and Jiangsu 211 universities.The performance of the evaluation index system related to ouput,to verify the feasibility of the performance inedx system constructed in this paper,to conduct performance evaluation and comparative analysis of the performance of the talent team construction of 211 colleges and universities in Shaanxi Province,relatively comprehensively and objeetively summarize the differences between colleges,from many Various aspects put forward targeted and praetieal countermeasures and suggestions,including the level of the govmment,universities and talente to further improve the system and system of 211 colleges and universities in Shaanxi Province.This article is guided by the problems existing in the construction of talent teams in 211 colleges and universities in our province.Secondly,in order to obtain specific evaluation content,this article adopts the method of performance evaluation to decompose the indicators in the indicator system constructed by 211 universities in Shaanxi Province.At the same time,the index system provides technical support for the performance construction of talent teams in some universities.By specifying the main indicators of the performance evaluation of the talent team of 211 universities in Shaanxi Province,establishing a measurable evaluation indicator system can effectively inspire and guide other scientific research institutes and universities to carry out in-depth research,and at the same time discuss more practical and scientific Efficient performance evaluation method.In summary,the research of this paper has certain theoretical and practical significance.
