Since GDP indicators cannot reflect the disadvantages of the entire country's environmental conditions,social distribution,and social welfare,among the new indicators proposed to modify GDP in recent years,green GDP,human development index,real savings,and inclusive wealth index have emerged.Inclusive wealth index is more optimistic.The publication of the "Inclusive Wealth Report" series of reports has provided more policy makers and other groups with a better understanding of the country's economic situation,thus providing a reference for decision-making.However,because the measurement range of this indicator is not comprehensive,the specific performance is as follows: on the one hand,the report includes human capital,production capital,and natural capital.The measurement of water wealth has not been carried out;on the other hand,the report has been continuously improved in terms of the number of countries covered,measurement range,and measurement methods,but there has been no new progress in the measurement of water wealth.Water wealth can be divided into four different aspects according to the main body of use,namely domestic water wealth,industrial water wealth,agricultural water wealth and ecological water wealth.This article mainly measures one aspect of water wealth—agricultural water wealth.Its specific contents are as follows: First,construct an indicator system for measuring agricultural water wealth;Second,collect and process data according to the indicator system;Third,establish StoNED model and use the method of Lagrange multipliers,mainly use GAMS and MATLAB software to measure the technical efficiency and shadow price of agricultural water in China from 2008 to 2017,and then measure the wealth of China's agricultural water;Fourth,analyze based on the measurement results,give suggestions to improve the wealth of China's agricultural water,and look forward to the future improvement of water wealth measurement and the "Inclusive Wealth Report".The main conclusions of the StoNED model constructed in this study are:(1)Measurement indicators and methods: this paper uses the employment of the primary industry,the area sown by crops,the total power of agricultural machinery,the amount of agricultural fertilizer and the amount of agricultural water as input indicators;the total output value or added value of agriculture,forestry,animal husbandry and fishery as output index.By constructing the StoNED model,the agricultural water wealth in 31 provinces of China is measured.(2)The measurement results show that the provinces with higher agricultural water technology efficiency,shadow price,and wealth value are Heilongjiang,Jilin,Liaoning,Sichuan,Hebei,and Hunan.For example,the technical efficiency is between 0.433 and 0.961,the average shadow price is above 4 yuan / cubic meter,and the average value of wealth is about 73.5 billion yuan.These provinces are all big agricultural provinces in China,and they are relatively high regardless of the natural conditions and the degree of mechanization.This has a good supporting effect for the suggestions made later.
