With the advancement of industrialization and urbanization,the problem of ecological environment is becoming serious.To solve this problem,governments,social forces,and other parties need to work together to adopt environmental protection projects programs that fit with local conditions.What is the performance of environmental governance,and what kind of effect is achieved deserve more attention.In previous studies,the literature often neglected the fairness,participation,and sense of gain of relevant groups in project implementation.Therefore,the main issues studied in this paper are:to construct an indicator system based on the four indicators of fairness,participation,sustainability,efficiency,and to measure the residents’ sense of gain from farmers directly and government indirectly to evaluate the process of environmental governance projects,then take three environmental governance projects in Qilu lake in Yunnan Province for example to conduct a evaluation based on residents’ sense of gain.The research on this issue mainly adopts the method of constructing the index system and field surveys.It selects four main evaluation indicators:fairness,participation,sustainability,efficiency and uses analytic hierarchy process to determine the index weights and calculates the residents’ sense of gain from farmers directly and government indirectly to make a more objective result.At the same time,questionnaires and visit surveys were distributed to two groups of government and farmers to obtain the first-hand data needed for the articles.The evaluations of environmental governance project show that the residents’ sense of gain scores 0.8098 for the comprehensive management of the village environment in the Hongqi River,Zhong River and Nan Districts and the project for the transfer station which means this project performance was very good;and the residents’ sense of gain scores 0.7294 for the farmland waste water purification and recycling project in Nan Districts which which means this project performance was good;and the residents’ sense of gain scores 0.5812 for the Hongqi River estuary retreat and wetland construction project which means this project performance was not very good.The evaluation can fully reflect the implementation process and results of environmental governance projects.The main existing problems are reflected in the lack of publicity,low farmers’ participation,inadequate compensation,incomplete management systems,and lagging projects during the same period.Therefore,in view of the deficiencies in the operation of the governance project,this paper puts forward the following suggestions:establish an information platform and strengthen public supervision;formulate Indemnificatory document and strengthen performance assessment;improve the management system to increase farmers’ enthusiasm;expand funding channels to maintain project sustainability.The innovations of this article are as follows.This article Introduced the concept of resident’s sense of gain into the performance evaluation of environmental governance project and evaluated a environmental governance project from two dimensions including farmers directly and government indirectly to obtain a more objective and reasonable measure of the environmental governance project’s performance.And also,in the writing process,field surveys and data collections ensured the result more accurate and impartial.
