Good ecological environment and abundant natural resources can provide solid foundation for agricultural economic production activities,and agricultural economic production activities also can react on the ecological environment and natural resources,help to maintain and improve the earth to the survival of humans home,therefore,agricultural activities and ecological environment are interdependent and mutually reinforcing.However,in recent years,with the rapid development of economy,the human in pursuit of GDP gradually ignored the importance of the environment at the same time,some of the inappropriate agricultural practices make the balance of ecological environment destruction,in addition,for the sustainable utilization of natural resources can also became a looming challenge.Based on these problems,we should and must abandon some sacrifice the ecological environment quality in exchange for the practice of agricultural output,and the government should invest more time and energy in terms of environmental protection,to formulate the corresponding protection measures such as strengthening returning farmland to forest and grassland,another important goal for the agricultural subsidy policy system,protect the ecological environment and realize sustainable development go hand in hand.In addition,because environmental protection has strong nature of public goods and economic positive externalities,so to environmental subsidies can not only make up for the failure to bring the negative effect of market mechanism,also can make the agricultural production activities on the destruction of the environment play a buffer role,improve the quality of the whole human living areas of the environment,but also can increase the economic benefits of agricultural producers,promoting the development of ecological agriculture,so agricultural subsidies and environmental subsidies to combine not do more harm than good.Mandatory environmental protection obligations damage to agricultural producers to limit the activities of the ecological environment,the corresponding environmental subsidies to achieve on the basis of not damage the interests of farmers for the purpose of protection of ecological environment in a reasonable manner.Corresponding subsidysystem is not perfect at present,our country agriculture environment this paper draw lessons from the United States and the European Union relatively mature agricultural subsidy system environment,combined with China’s national conditions and agricultural status quo analysis is suitable for the environment of an agricultural subsidy system in our country under the background of subsidies for mandatory environmental protection obligations,in order to achieve the harmonious development of the agricultural environment and agricultural economy.
