| The Beijing-Tianjin-Hebei region is one of the most important economic development regions in China.It is the third booming region after the Yangtze River Delta and the Pearl River Delta.In 2014,President Xi hosted a forum in Beijing,positioned the development of the region as a "major national strategy",and fully affirmed the great significance of promoting the integrated development of Beijing,Tianjin and Hebei.Subsequently,the State Council held a meeting on the coordinated development of the region,carried out work arrangements and put the ecological environmental protection construction of the region in a prominent position.At present,China is in the key development period of building a well-off society in an all-round way and taking the lead in basically realizing modernization.Under this background,the region makes strategic adjustments to economic structure and constructs a new regional pattern in order to promote the development of regional economic integration.However,because the resources and information have not been fully shared in the region,the industrial layout is not reasonable and the environmental risk is greater.Therefore,how to scientifically evaluate the environmental risk in the region has become the most important issue.The main content of this paper could be divided into four parts.Firstly,the paper analyzed the industrial layout,environmental status,industrial structure convergence and the degree of industrial division of labor in the region,combining industrial layout with environmental factors to study the necessity and feasibility of industrial layout optimization.Secondly,carbon emissions of industrial energy consumption in the region were measured,and the Tapio decoupling index model was constructed to study the carbon emission decoupling status of the leading industries in the region.Thirdly,starting from the whole region,the LMDI model was constructed to decompose the carbon emission factors and quantified the contribution level of each factor.Finally,carbon emission factors were used to select indicators,based on the P-S-R model to build the environmental risk assessment system of the region,and the environmental safety grade and environmental impact factors in this area were analyzed and studied.The results showed that the industrial structure of Beijing,Tianjin and Hebei was unbalanced,and the environmental pressure was greater;the leading industries suitable for development varied greatly from region to region;the influencing factors of carbon emission were carbon emission intensity effect,energy intensity effect,economic development effect and population scale effect respectively;the five main factors that affected the development of the region were the average environmental monitoring funds,the natural growth rate of the population,the proportion of chemical oxygen demand emissions in the country,the total amount of waste water discharged and the amount of pesticides used.Based on this,the paper put forward some countermeasures and suggestions to improve the environmental safety quality of the region:strengthening the preventive mechanism,and establishing the environmental early warning and governance mechanism;optimizing the industrial structure,and perfecting the industrial space layout;optimizing the water use structure,and improving sewage treatment facilities;reducing pollutant emissions,and adjusting the energy mix. |
