Research On China's Grassroots Ecological Environment Supervision From The Perspective Of Marxist Ecological View

China has clearly promoted the construction of ecological civilization to the construction of China’s "five in one".Based on the Marxist ecological concept,the construction of socialist ecological civilization with Chinese characteristics marks the further improvement of the theory of socialist ecological civilization with Chinese characteristics.Especially since the 18 th National Congress of the Communist Party of China,the formation and development of General Secretary Xi Jinping’s thought on the construction of ecological civilization in China has marked a new historical realm of the Marxist ecological concept in contemporary China.In China’s current ecological environment supervision,the government is the main regulatory body,the main subject of supervision is producers,and the main means of supervision is administrative supervision.Under this kind of supervision system,in the face of the situation of serious environmental pollution and ecological environment destruction in the grassroots areas of China,the environmental supervision institutions,environmental supervision methods and environmental supervision legal system exposed their shortcomings during the implementation.Firstly,in terms of grassroots environmental regulatory agencies,the grassroots government’s performance development outlook is backward,the regulatory body is too singular,the proportion of non-government forces participating in environmental supervision is not high,and the sense of collaboration among departments is not strong.Secondly,as for environmental supervision laws in grassroots areas,there are various legal systems in China.Environmental laws and regulations are not well connected and systematic.In addition,environmental protection laws and regulations are imcomplete.Thirdly,in terms of grassroots environmental supervision methods,urban and grassroots environmental pollution control are treated differently,and the limited existing supervision means and the backward supervision methods result in low supervision efficiency.Fourthly,in terms of grassroots environmental supervision system,the supervision system is fragmentary,environmental protection departments have insufficient motivation for environmental supervision,and the existing grassroots environmental supervision system cannot adapt to the current situation of environmental pollution.Therefore,the marxist concept of ecological civilization is taken as the theoretical basis.First,adhere to the marxist concept of ecological politics,improve the grassroots environmental supervision institutions,increase the types of grassroots environmental supervision subjects,strengthen the leadership of the government,and establish grassroots environmental funds supervision institutions;Second,adhere to the green development concept of Marxism,improve the supervision mode of grassroots ecological environment,complete the grassroots ecological environment prevention and control policies,strengthen the political performance evaluation mechanism of grassroots environmental protection departments,and innovate the grassroots ecological environment supervision means;Third,adhere to the Marxist concept of ecological rights and interests,improve the legal system of grassroots ecological environment supervision,clarify the people who have the right to be responsible for natural resources,strengthen out the legal system of grassroots ecological environment supervision,and standardize the operation of the power of grassroots ecological environment supervision;Fourth,we should adhere to the marxist dialectical view of nature,complete the grass-roots environmental supervision system,carry out vertical coordination and horizontal cooperation in the ecological environment,and improve government functions and government institutions.
