Research On The Construction Of The Legal System Of My Country's Environmental Restoration Fund

Since the reform and opening-up,China’s rapid economic development has led to a concentrated outbreak of environmental problems.The situation of environmental pollution is grim.As we all know,environment is the foundation of human existence and development.Nowadays the environmental quality is getting more and more worse,controlling environmental pollution,protecting the ecological environment,restoring or maintaining more green mountains,clean water and blue sky,it has become a top priority in China’s future development.Facing the serious environmental pollution situation,the cost of repair is beyond anyone’s imagination.However,the investment in environmental restoration funds is too dependent on the government,which is mainly based on the government’s financial allocation,and cannot guarantee the sustainable development of environmental pollution treatment and restoration.China’s Taiwan region has also faced serious problems of soil and groundwater pollution,in order to effectively solving the problem of soil and groundwater pollution in Taiwan,soil and groundwater pollution control funds have been set up.The fund provides a strong financial guarantee for the remediation work of soil and groundwater pollution,and has accumulated rich experience in governance through years of practice,which has brought many inspirations to our country.Our country can draw lessons from the Taiwan region of soil and groundwater pollution renovation funds advanced experience and combining with its own national conditions,to set up our country’s environmental restoration fund,the fund system shall be constructed,in order to ensure landing implementation of environmental restoration fund,finally promote the continuous advance of China’s environmental restoration.This paper consists of four parts:The first chapter:the question origin:pointing out the serious situation of environmental pollution in our country,environmental remediation is imminent.However,There are many difficulties in the sources of existing environmental pollution restoration funds.The second chapter:reference:analyzing the establishment and operation of the soil and groundwater pollution renovation fund in Chinese Taiwan.Provided our country with experience in the construction of legal system of environmental restoration funds of our country.The third chapter:trouble cracking,putting forward to establish environmental remediation fund of our country,in response to the current environment huge amounts of funds needed for the repair work,and analyzing the necessity and feasibility of the environmental remediation fund.The forth chapter;system construction:designing the legal system of China’s environmental rehabilitation fund,which covers three aspects:the perfection of laws and regulations,the operation and the supervision.The operation of the fund has a detailed discussion on the source,use and management of the funds.
