Research On The Loss Of Trust In Local Government In The Process Of Farmers' Environmental Letters And Visits

At present,China is in a social transformation period.Driven by the strategy of rural revitalization in the new period,rural areas have ushered in the best strategic development opportunity in history,and farmers’ sense of gain,participation and happiness have been increasing.However,under the background of constant adjustment and reconstruction of the pattern of social interests in rural areas,some social problems also begin to emerge,especially the environmental problems.In order to protect their environmental rights and interests and express their demands for environmental interests,environmental petition has become an important means for farmers to safeguard their environmental interests.However,just like the general complaint reporting problem,the environmental complaint reporting of farmers usually falls into the cycle of "governance and visit",and the level of the objects of environmental complaint reporting keeps rising,and even the phenomenon of "coming to Beijing to petition" finally appears,so the environmental complaint reporting problem is difficult to solve.Why does this environmental petition dilemma arise? Based S district F town in Shandong province,L shall be owned by village more than four years,both inside and outside plastic particle production pollution problems of environmental petition "gradually year by year" activities,the survey found in addition to environmental interests unrealized,farmers of grass-roots government officials as well as the environmental protection departments of local governments at various levels of erosion is also makes environmental petition activities constantly strengthened,the object of environmental petition the escalating of the important reasons.As a psychological phenomenon arising from the interaction between the public and various elements of the government system based on their own interests,government trust is an important reflection of the public’s trust and satisfaction with the government and its actors,and affects the stability of the country and society.The loss of government trust in environmental petitioners is the result of farmers’ interactions with the petitioners based on their demands for environmental interests.Since the appeals for environmental interests have not been realized,they distrust the grassroots government officials and environmental protection departments of local governments at all levels.The main task of this paper is to explore the loss of trust of farmers’ government in environmental petition.Based on the description of the process of farmers’ environmental petition,this paper tries to answer the following three questions.What led to the loss of trust in the government of environmental petitioners? How to view the loss of trust of peasant government from the perspective of view? Accordingly,the main body of this paper is divided into five parts: the first part defines some concepts involved in this paper and explains the theoretical basis of government trust.The second part mainly describes the environmental petition process of farmers for more than four years "year by year" due to the pollution caused by the production of plastic particles inside and outside the village.The third part,based on the description of farmers’ environmental petition process,explores the performance of the loss of government trust in environmental petition.The fourth part discusses the concrete reasons for the loss of trust of the peasant government from the interaction between the farmer and the object of the environmental petition.Finally,in the fifth part,the author reflects on the psychological phenomenon of the loss of trust of farmers’ government.The loss of trust of farmers’ local government is an objective political psychological phenomenon in China’s social transformation period,and the fundamental reason is that the immediate interests of farmers cannot be effectively maintained.Although it generally presents a "central strong and weak" situation,it has considerable controllability.However,we should also face up to this political psychological phenomenon and lose no time to rebuild farmers’ government trust in the context of rural social transformation.
