| Medical alliance is a management or technical cooperation alliance which consisting of a three level hospital,some two level hospitals and community health institutions in a certain area.It is a community of interests and a community of responsibilities.Medical information sharing means that patients can enjoy continuous diagnosis and treatment services with the uninterrupted medical information when they are hospitalized at different levels of medical institutions.Medical information sharing is the basis for medical alliance to provide medical services for patients,which maintain continuity,coordination and integrity.In reality,when patients go to a medical institution for medical treatment,due to the lack of infor mation connection among the medical institutions at all levels,it is easy to lead to excessive medical treatment and duplication check,resulting in unnecessary medical resources wast e and increased personal health expenditure of residents.The main content of this paper is to analyze the factors that affect the medical information sharing of medical alliance.In the course of the study,this paper will comb the development status,the relevant policies and the development trends of medical information sharing in developed countries,and expounds the related theories and the common problems in the research process of medical information sharing in China,so as to provide a reference for the optimization of medical infor mation resources and achieving the realization of medical information sharing within the region of China.This article will take the HBGDFY Medical Union as an example,start from meeting the needs of the multidimensional,multilevel and high standard medical service,compare with the standard of the country’s regional(hospital)infor mation interconnection and interoperability planning,find out the reasons for the failure of recording the patient’s medical information in a cross county(District)and a cross medical institution for medical information through expert interviews and questionnaires,to explore the difficulties and influencing factors in the medical information sharing process of medical alliance,to solve the problems of data exchange and sharing among the members of the Medical Federation in the aspects of the management specification,the financial operation and the medical quality.Through the study,it is found that the factors that affect medical informat ion sharing are as follows: 1.Medical institutions have different administrative subordination and their own affairs;2.The infor mation software between medical institutions is different and the level of information is uneven;3.The internal business functions of the Medical Federation are different,the ability to reserve high quality talents is different,and the construction of information is slow;4.The system o f grading diagnosis and treatment has not been formed,and the order of referral is more chaotic,which is not conducive to the continuous record of medical information;5.the Medical Federation has not formed a community of interests,and the interests of all parties are difficult to coordinate;6.There is a lack of unified planning and construction of medical information sharing in the region;7.there is a lack of government financial support.The funding of medical institutions is different and the total amount is less;8.the government’s multi sector linkage mechanism is poor,and the a dministrative departments such as health,human resources and finance lack effective communication.And suggested that in order to solve the Medical Association of medical information sharing problems,Medical alliance lead hospital should be responsible for organizing member units to build medical information sharing platform for Medical Federation,and the health administration department is responsible for coordinating the bureau of human affairs hand financial administrative departments to strive for policy and fund support for the construction of medical federation medical information sharing platform. |
