Research On The Impact Of Canceling Drug Additions On Public Hospitals And Countermeasures

The medicines addition system,as a compensatory policy to make up for the government’s input and insufficient medical income for a specific historical period,has played an objective role in the popularization of medical and health services for a long time.But it is followed by the dependence of medical institutions on the income of medicines addition and the improper prescription behavior caused by it.As an important means of medical reform,the abolition of medicines addition is imperative.For public hospitals,after the abolition of this important source of income,how to make up for this income gap and ensure the normal operation and balance of profit and loss of the hospital is a subject to be faced by all hospitals at all levels.From the perspective of Qingdao public hospitals,this paper focuses on the impact of cancelling medicines addition on public hospitals,analyzes the government compensation policy and its improvement,and vigorously carries out the comprehensive reform of public hospitals.This paper mainly expounds the policy of financial subsidy and the adjustment of charge price,the achievements of the comprehensive reform,the problems and improvement of the government compensation,and the necessity,the main content,the coping strategy and the future prospect of the comprehensive reform.Since the start of the reform in July 1,2016,Qingdao has taken the opportunity of the comprehensive reform of state public hospitals as an opportunity to adhere to the government’s leadership,seize the key links,promote the comprehensive reform of public hospitals,to abolish the medicines addition and improve the compensation mechanism as the focal point,and steadily promote the medical reform,and have achieved remarkable results.We should improve leadership system and strengthen government leadership and departmental collaboration.Break in medicines income is used to compensate for the income of the treatment,build the new operating mechanism of public hospitals.The dynamic adjustment mechanism of medical service price is set up.The government should continue to implement the responsibility of medical treatment,encour age and mobilize the enthusiasm of public hospitals,and fully reflect the public welfare and themain role of public hospitals.We should deepen the reform of the payment mode of medical insurance and give full play to the basic role of basic medical insurance.
