| Since the late 20 th century,China’s traditional public hospital governance system has been unable to meet the needs of the development of medical and health care and the growing demand for medical and health services,leading to some prominent contradictions and problems,such as the lack of public welfare,excessive pursuit of economic benefits,The masses have difficulty in medical treatment and medical treatment.As the main force of China’s medical and health service industry,establishing and improving corporate governance in public hospitals is an important part of the innovation hospital management system and deepening the reform of the medical and health system.It is also to improve the operational efficiency of public hospitals,solve the masses’ medical treatment,and guarantee the service and people’s livelihood.Important measures.The first part expounds the background and significance of the topic selection of the thesis;analyzes the research dynamics at home and abroad,and introduces the framework structure,research methods and innovations of this paper.The second part briefly discusses the concepts of public hospitals,corporate governance structure and the theoretical basis of corporate governance,namely principal-agent theory,property rights theory,stakeholder theory,new public management theory,etc.,and introduces adherence to public welfare in the process of corporate governance construction.Attributes,strengthening the party’s leadership,separation of powers,checks and balances,and four principles of differentiation.The third part of this paper reviews the four modes of public hospitals’ governance exploration in China,namely,the single type of administrative institutions,the decentralization of administrative agencies,the council type,and the board type.The comparative analysis method is used to analyze these four corporate governance models.The analysis pointed out that in the exploration of corporate governance in China’s public hospitals,there are generally problems such as the insufficiency of the investor system,the unsatisfactory effect of the corporate governance structure,and the poor connection with the existing system.The fourth part conducts an empirical analysis of the specific practice of corporate governance construction in public hospitals in Pingdu City,and sorts out the specific measures and effects of Pingdu City’s corporate governance reform.The fifth part mainly proposes countermeasures in a targeted way: first,establish a funder system to promote the transformation and decentralization of government functions;second,rationally choose a corporate governance model,improve internal governance and external supervision system;third,accelerate the reform of personnel,Financial compensation,assessment and other supporting systems. |
