Research On Public-Private Partnership In Shanghai Private Chinese Insurance Industry (1949-1952)

During the early period of new China,it is an important step for the socialist transformation of the private insurance industry to guide the private insurance industry to take the state capitalist road of public-private partnership by using the method of state investment.This paper takes the private Chinese insurance industry in Shanghai from 1949 to 1952 as the research object,analyzes and studies the process of publicprivate partnership of private insurance industry which was under the leadership of the financial department of Shanghai military Regulatory Commission and the people’s insurance company of China.At the same time,this paper discusses the significance of the private insurance industry’s public-private partnership to the establishment of the socialist insurance system and to provide experience for the socialist transformation of industry and commerce,what’s more,analyzes the practical significance of the insurance industry’s public-private partnership.This paper is divided into three parts: first,the background of Shanghai’s private Chinese insurance industry before the public-private partnership.This part is divided into two aspects: the basic situation of the private insurance industry before and after the liberation and the initial rectification of the private insurance industry by the people’s Government in the early period of the liberation.It discusses the historical background,premise and foundation of the private-private partnership.Second,the public-private partnership of Shanghai’s private Chinese insurance industry.In the preparatory stage,the private insurance companies with imperfect organization are eliminated,the monopoly of foreign insurance industry on reinsurance market is broken,and the stability of insurance business is promoted.In the implementation stage,after the steps of property revaluation,capital adjustment,asset liquidation and capital verification,fixed share and interest,the whole industry of private insurance is finally realized Third,the historical reflection on the private Chinese insurance industry in Shanghai.This part comprehensively analyzes the impact and practical significance of the private insurance industry’s public-private partnership from its effectiveness,shortcomings and contemporary enlightenment.Insurance industry is an important part of social economy.Since the reform and opening-up,private insurance industry has played a more and more important role in increasing employment,supporting vulnerable groups in society,and developing private economy,which has triggered new thinking of private insurance industry.The review and reflection on the development of Shanghai’s private Chinese insurance industry in the early period of new China(1949-1952)is of great significance to the development of modern insurance industry,the reform of insurance system and the operation of insurance companies.
