Research On The Current Situation, Problems And Countermeasures Of Anti-corruption In The Basic-level Discipline Inspection And Supervision Organs

As the exclusive office of the inner-party supervision,the discipline inspection and supervision authorities play an important part in the anti-corruption work.This article starts with the research on corruption problem,based on the great achievement we have made in building a clean government and the anti-corruption work under the new situation since the 18 th National Congress of the Communist Party of China.This article focuses on the primary discipline inspection and supervision authorities at the county level and below;treats the anti-corruption work carried out by the discipline inspection commission,accredited institutions and street disciplinary committee of Z district as the first-hand material and deeply analyses how the supervision function are made use of by the discipline inspection and supervision authorities at the country level.Based on the author's working experience,this article sums up the four measures taken by the discipline inspection and supervision authorities in Z District in the construction of the Party's clean and honest construction and anti-corruption struggle,which are "up and down,inside and outside" four-dimensional mechanism,perfecting the supervision mechanism,strengthening the cadre team building and constructing the anti-corruption front.In the course of anti-corruption,the basic discipline inspection and supervision authorities encountered five kinds of problems,such as the lack of independence and authority of the institutions,weakening of internal exchange,the limitation of the means and ability of anti-corruption,the vulnerability of human being,and the lack of function of the agencies and the street work committees.Through the in-depth analysis,the author explains the causes of the problems from four aspects:the corruption of the complexity and stubbornness,the current work system constraints,the lack of effective incentive mechanism,discipline inspection and supervision of the overall quality of cadres need to be improved.On the basic of the literature information and field surveys,the author combines the all-round national supervisory system reform pilot work at present,summarizes the reform results,uses the experience of the countries such as Finland for reference,and put forward the feasible suggestions for the smooth development of the anti-corruption work carried by primary discipline inspection and supervision authorities from five aspects: the system of integrity risk control,the perfection of the supervision system,the strengthen of science and technology in the application of anti-corruption and anti-corrosion,the special attention to the source and the strength on the construction of discipline inspection team.I hope the article can provide a wider range of ideas and perspectives to the anti-corruption work of the primary discipline inspection and supervision authorities,and provide theoretical reference to the overall requirements of governing the Party strictly.
